四部门发文 支持加快推进公路沿线充电基础设施建设

8月25日,交通运输部、国家能源局、国家电网有限公司、中国南方电网有限责任公司印发《加快推进公路沿线充电基础设施建设行动方案》,提出三个阶段的目标:力争到2022年底前,全国除高寒高海拔以外区域的高速公路服务区能够提供基本充电服务;

到2023年底前,具备条件的普通国省干线公路服务区(站)能够提供基本充电服务;到2025年底前,高速公路和普通国省干线公路服务区(站)充电基础设施进一步加密优化,农村公路沿线有效覆盖。

充分调动各方力量 促进电动汽车产业发展

近年来,我国新能源汽车产业蓬勃发展,产销规模持续快速增长。

截至今年6月,全国新能源汽车保有量已达到1001万辆。根据有关规划和预测,到2025年,全国新能源汽车新车保有量将超过2500万辆;到2030年将达到8000万辆。

《方案》指出,加快推进公路沿线充电基础设施建设,是刺激新能源汽车消费、拉动有效投资的重要举措;也是满足公众出行需求、建设人民满意交通、促进交通运输行业绿色低碳发展的需要。

具体来看,为实现上述三个阶段的目标,《方案》提出一系列任务:一是利用高速公路服务区存量土地及停车位,加强高速公路服务区充电基础设施建设。其中,每个服务区建设的充电基础设施或预留建设安装条件的车位原则上不低于小型客车停车位的10%。重大节假日期间要提前做好应急预案,适当投放移动充电基础设施,满足高峰时段充电需求。

二是推动具备条件的普通国省干线公路服务区(站)加快建设,鼓励在重点旅游景区周边停车场等场所建设,强化社会化服务,引导农村公路沿线乡镇建设配置。

三是探索推进新技术新设备应用,提升充电设施全寿命周期效益。制定落实分阶段覆盖方案,推动城市群周边高速公路服务区建设超快充、大功率充电基础设施,支持电动汽车生产、大型运输等企业建设换电站。

四是优化服务区(站)充电基础设施布局,规范交通标识设置,优化通行线路,引导车辆分区有序停放,维护良好充电秩序。

五是加强服务信息采集与发布,为公众提供实时信息查询服务,积极探索预约充电服务。

六是加强充电基础设施运行维护,加强日常安全检查与管理,及时消除安全隐患,保障设备技术完好、安全可用。

为确保“三阶段”目标的实现,《方案》还提出了相关配套政策。其中包括:加强配套电网建设。电网企业要加大配套电网建设投入力度,满足充电设施建设需求。对部分电网暂未延伸到位、不具备大容量供电条件的偏远服务区(站),应优先采用分布式电源等方式就近供电。

此外,规范充电服务收费。鼓励地方出台相关优惠措施,对充电基础设施场地租金实行阶段性减免,为加快推进充电基础设施建设创造条件。

政策大力支持 充电桩产业未来增长空间大

截至目前,全国6618个高速公路服务区中,已有3102个服务区建成了13374个充电桩,基本满足了当前电动汽车充电要求。

不过,业内人士表示,与我国新能源汽车迅猛发展相比,目前高速公路充电基础设施设置总量不够、覆盖面不足等问题还较为突出,普通国省干线和农村公路充电基础设施建设工作还未全面起步,无法有效满足电动汽车远程出行的需求。

随着新能源汽车产销量和保有量不断提升,作为重要支撑基础设施的充电桩迎来发展机遇。“充电桩产业未来增长空间很大。”中国充电联盟信息部主任仝宗旗此前表示。

今年以来,云南、苏州、四川、重庆等地密集出台推动充电基础设施建设的政策。根据苏州市“十四五”电动汽车公共充换电设施规划,预计至2025年苏州市累计建成充电桩20万个,“十四五”期间需投资约60亿元建设充换电设施。

新能源汽车免征购置税政策推迟至2023年底,行业高景气状态进一步延续。光大证券指出,截至2022年6月底,国内新能源汽车的“车桩比”为2.6:1,仍有较大提升空间。

亿渡数据表示,2021年国内充电桩行业市场规模达418.7亿元。2021年至2026年为充电桩行业快速成长期,预计2026年国内充电设施保有量将达1766万台,市场规模将超2000亿元。

Fully mobilize the forces of all parties to promote the development of electric vehicle industry

In recent years, China's new energy vehicle industry has developed vigorously, and the scale of production and marketing has continued to grow rapidly.

By June this year, the number of new energy vehicles in the country had reached 10.01 million. According to relevant plans and forecasts, the number of new energy vehicles in the country will exceed 25 million by 2025 and reach 80 million by 2030.

The Plan points out that speeding up the construction of charging infrastructure along the highway is an important measure to stimulate the consumption of new energy vehicles and stimulate effective investment; it is also the need to meet the travel needs of the public, to build satisfactory transportation, and to promote the green and low-carbon development of the transportation industry.

Specifically, in order to achieve the goals of the above three stages, the "plan" puts forward a series of tasks: the first is to make use of the stock of land and parking spaces in the highway service area to strengthen the construction of charging infrastructure in the highway service area. Among them, the charging infrastructure built in each service area or the parking spaces reserved for construction and installation conditions are in principle not less than 10% of the parking spaces for minibuses. During major holidays, emergency plans should be made in advance, and mobile charging infrastructure should be properly put into place to meet the charging needs during peak hours.

The second is to promote the construction of ordinary provincial highway service areas (stations) with conditions, encourage the construction of parking lots and other places around key tourist scenic spots, strengthen social services, and guide the construction and allocation of villages and towns along rural highways.

The third is to explore and promote the application of new technologies and new equipment to improve the life cycle efficiency of charging facilities. We will formulate and implement a phased coverage plan, promote the construction of ultra-fast charging and high-power charging infrastructure in highway service areas around urban agglomeration, and support electric vehicle production, large-scale transportation and other enterprises to build power stations.

Fourth, optimize the layout of charging infrastructure in service areas (stations), standardize the setting of traffic signs, optimize traffic routes, guide vehicle parking in an orderly manner, and maintain a good charging order.

Fifth, strengthen the collection and release of service information, provide real-time information inquiry services for the public, and actively explore booking charging services.

Sixth, strengthen the operation and maintenance of charging infrastructure, strengthen daily safety inspection and management, eliminate hidden dangers in time, and ensure that the equipment is technically intact and safe to use.

In order to ensure the realization of the goal of the "three stages", the Program also puts forward relevant supporting policies. These include: strengthening the construction of supporting power grid. Power grid enterprises should increase investment in supporting power grid construction to meet the needs of charging facilities construction. For the remote service areas (stations) where some power grids are not extended and do not have the conditions for large-capacity power supply, distributed power should be given priority to the nearest power supply.

In addition, charge fees for charging services should be standardized. Local governments are encouraged to introduce relevant preferential measures to reduce or reduce the rent of charging infrastructure sites in stages, so as to create conditions for speeding up the construction of charging infrastructure.

The policy strongly supports the charging pile industry with great room for future growth.

Up to now, among the 6618 expressway service areas across the country, 13374 charging piles have been built in 3102 service areas, which basically meet the current charging requirements of electric vehicles.

However, industry insiders said that compared with the rapid development of new energy vehicles in China, problems such as insufficient total highway charging infrastructure and insufficient coverage are still more prominent. Ordinary provincial trunk lines and rural highway charging infrastructure construction has not yet fully started, can not effectively meet the needs of long-distance travel of electric vehicles.

With the continuous improvement of production, sales and ownership of new energy vehicles, charging piles, as an important supporting infrastructure, ushered in opportunities for development. "the charging pile industry has a lot of room for growth in the future." Tong Zongqi, director of the Information Department of China charging Alliance, said earlier.

Since the beginning of this year, Yunnan, Suzhou, Sichuan, Chongqing and other places have introduced policies to promote the construction of charging infrastructure. According to the planning of public charging facilities for electric vehicles in Suzhou during the 14th five-year Plan, it is estimated that a total of 200000 charging piles will be built in Suzhou by 2025, and about 6 billion yuan will be invested in the construction of recharging facilities during the 14th five-year Plan period.

The policy of exemption from purchase tax for new energy vehicles was postponed to the end of 2023, and the high prosperity of the industry continued. Everbright Securities pointed out that as of the end of June 2022, the "vehicle-to-pile ratio" of domestic new energy vehicles is 2.6 per cent, which still has a lot of room for improvement.

According to Yidu data, the market size of the domestic charging pile industry will reach 41.87 billion yuan in 2021. The charging pile industry is in a period of rapid growth from 2021 to 2026. It is estimated that the number of domestic charging facilities will reach 17.66 million in 2026, and the market size will exceed 200 billion yuan.
