定南县教育体育局主要职责

(一)贯彻执行党的教育方针政策和国家的教育法律、法规。研究全县教育体育改革与发展的重大问题，综合指导和协调全县和有关部门的教育体育管理工作。

(二)研究提出我县教育体育改革与发展战略。编制全县教育体育事业发展规划，拟定教育体育事业的发展重点、结构、规模、速度和步骤，指导、协调并检查实施工作，负责全县教育体育信息的统计、分析等工作。

(三)统筹规划、协调指导我县教育体育改革，理顺教育内部和外部的关系，建立和完善与“以县为主”管理体制相适应的运行机制。

(四)统筹管理教育经费。会同有关部门制订筹措教育经费、教育拨款、教育基建投资的政策和规划。监督检查全县教育经费的筹措和使用管理情况，协调教师工资发放工作，归口管理境外、区外对县的教育援助和教育贷款及中央、省、市对县转移支付的各项教育经费。

(五)统筹管理全县基础教育、中初等职业教育、中初等成人教育、幼儿教育、特殊教育等工作，组织执行国家制定的中等和初等教育各类学校设置标准、教育教学基本标准及教学基本文件，指导中等及中等以下各类教育的教育教学改革、后勤社会化改革和中初等教育评估工作;研究提出高中教育阶段学校的设置、更名、撤销调整意见;审批义务教育阶段学校的设置，组织管理全县基础教育、职业教育和成人教育的教材工作。

(六)监督、检查、指导、评估全县普及九年义务教育、扫除青壮年文盲、发展高中阶段教育、幼儿教育工作和各级各类学校实施素质教育工作。管理初中、小学学籍，协助市教育局管理全县普通高中、职业高中学籍，协助做好普通高中和职业高中的证件发放工作。

(七)统筹规划、协调管理全县社会力量办学工作。审核或审批社会力量举办的普通中学、职业中学、初中、小学和幼儿园，对全县社会力量办学进行指导、管理、监督和评估检查。

(八)主管全县各级各类学校教师工作。负责全县教师资格的认定和管理、教师系列的专业技术职务评审以及教育系统的表彰奖励的有关工作，负责组织实施基础教育师资的培养工作。协同有关部门组织和实施全县教师和教育管理人员的继续教育工作。会同有关部门研究落实全县学校教职工编制标准。指导并协调全县各级各类学校人事和分配制度改革，统筹规划并指导全县各级各类学校教师和教育管理人员队伍建设工作。

(九)管理全县普通高等学校和中等专业学校招生考试、成人高等教育招生考试、高等教育自学教育、普通高中毕业会考等工作。

(十)统筹规划、管理全县各级各类学校的思想政治、品德教育、体育卫生与艺术教育、国防教育及安全教育管理等工作。统筹管理局机关、直属事业单位和县直学校的党群工作。

(十一)管理并组织实施全县普通院校毕业研究生、大中专毕业生就业指导服务工作。会同有关部门制定全县中等学校的招生计划。

(十二)规划并指导全县各级各类学校及局直属事业单位的教育科学研究和体育领域的科技研究工作。协调并指导全县各级各类学校及局直属事业单位承担国家级及省、市级重大科研项目的实施工作。

(十三)贯彻执行国家语言文字工作的法律法规和方针政策、统筹管理全县语言文字工作，编制全县语言文字工作的中长期规划。指导推广普通话工作。

(十五)统筹规划，指导全县各级各类学校的勤工检学工作和校办产业工作。研究制定体育产业发展规划，负责体育经营活动从业资格的审批，依法管理体育市场。

(十六)统筹管理全县教育系统以外交流和国际合作工作。贯彻执行国家有关出国留学和来华留学管理工作的方针和政策，负责同香港、澳门特别行政区及台湾地区的教育交流与合作，负责县属教育机构聘请外国文教专家。

(十七)推行全民健身计划，指导并开展群众性体育活动，实施国家体育锻炼标准，开展国民体质监测。

(十八)统筹规划竞技体育发展，研究和平衡全县性体育竞赛、竞技运动项目与重点布局;抓好运动队建设，指导、审批运动队参加国家及省、市重大比赛活动。

(十九)规划、协调全县体育场馆设施建设布局，指导、规范各场馆设施建设。

(二十)负责全县性体育社团的资格审查和业务指导。负责健身气功的管理。

(二十一)研究提出全县科技体制改革的方针、政策和措施;推动建立适应社会主义市场经济和科技自身发展规律的科技创新体制和科技创新机制;指导、协调各部门和各镇的科技体制改革工作;推动全县科技创新体系建设，提高全县科技创新能力。

(二十二)组织编制全县民用科学技术发展和山区开发的中长期规划。

(二十三)研究落实多渠道增加科技投入的措施;优化科技资源的配置;负责归口管理的科学事业费、科技“三项费”及专项经费等有关费用的预、决算。

(二十四)负责编制并组织实施全县重大科技研究、科技攻关、科技创新工程和社会发展年度计划，组织实施县学术和技术带头人培养计划。负责制定并指导实施火炬计划、星火计划、成果推广计划、重点新产品计划和科技型中小企业技术创新等科技开发计划指南。强化高新技术产业化及应用技术的开发与推广工作;负责全县高新技术企业、民营科技企业的认定和推荐工作。

(二十五)贯彻执行国家对外科技合作与交流的方针、政策，研究制定全县的科技合作与交流的计划，会同有关部门开展国内外科技合作与交流。

(二十六)按照市场经济规律、规则的要求大力推动民营科研机构、科技企业的发展，促进科技社会化服务体系的建设，指导全县科技第三产业的发展;归口管理全县科技成果、科技奖励、科技保密、科技专利、技术市场、与科技相关的知识产权保护等工作。

(二十七)制定科学技术普及工作规划，实行政策引导，推动科普工作发展;归口管理全县科技信息、科技保密、科技统计工作。

(二十八)承办县委、县人民政府交办的其他事项。

Main responsibilities of Dingnan County Education and Sports Bureau

(1) to implement the Party’s educational principles and policies and the educational laws and regulations of the state. To study the major issues concerning the reform and development of education and sports in the county, and comprehensively guide and coordinate the management of education and sports in the county and relevant departments.

(2) to study and put forward the reform and development strategy of education and sports in our county. To work out the development plan of education and sports in the county, formulate the development priorities, structure, scale, speed and steps of education and sports, guide, coordinate and inspect the implementation work, and be responsible for the statistics and analysis of education and sports information in the county.

(3) to plan, coordinate and guide the reform of education and sports in our county as a whole, straighten out the internal and external relations of education, and establish and improve the operating mechanism suited to the “county-based” management system.

(4) to manage the education funds as a whole. To formulate policies and plans for raising funds for education, funding for education and investment in educational infrastructure in conjunction with relevant departments. To supervise and inspect the raising, use and management of educational funds throughout the county, coordinate the payment of teachers’ salaries, and centrally manage overseas and non-district educational assistance and loans to counties, as well as various educational funds transferred from the central, provincial and municipal governments to counties.

(5) to overall manage the work of basic education, primary and secondary vocational education, middle and primary adult education, early childhood education and special education throughout the county, organize and implement the setting standards, basic education and teaching standards and basic teaching documents for all kinds of secondary and primary education formulated by the state, and guide the reform of education and teaching, the socialization of logistics and the evaluation of secondary and primary education in all kinds of education below secondary level. The study puts forward suggestions on the establishment, renaming and cancellation of schools in the stage of high school education, approves the establishment of schools in the stage of compulsory education, and organizes and manages the teaching materials of basic education, vocational education and adult education in the county.

(6) to supervise, inspect, guide and evaluate the work of popularizing nine-year compulsory education throughout the county, eliminating illiteracy among young and middle-aged people, developing high school education, early childhood education and implementing quality education in schools of all levels and types. Manage the status of junior and primary schools, assist the Municipal Bureau of Education in managing the status of ordinary high schools and vocational high schools throughout the county, and assist in the issuance of certificates for ordinary high schools and vocational high schools.

(7) to make overall planning, coordinate and manage the work of running schools by social forces throughout the county. To examine or approve ordinary middle schools, vocational middle schools, junior middle schools, primary schools and kindergartens run by social forces, and to guide, manage, supervise, evaluate and inspect the schools run by social forces throughout the county.

(8) to be in charge of the work of teachers at all levels and types of schools throughout the county. To be responsible for the identification and management of the qualifications of teachers in the county, the evaluation of a series of professional and technical positions of teachers and the commendation and reward of the education system, and to organize and implement the training of teachers in basic education. Coordinate with relevant departments to organize and implement continuing education for teachers and education administrators throughout the county. To study and implement the establishment standards of school staff in the county in conjunction with relevant departments. To guide and coordinate the reform of the personnel and distribution system of schools at all levels and types in the county, and to make overall plans and guide the construction of teachers and educational administrators at all levels and types of schools in the county.

(9) to administer the enrollment examination of ordinary institutions of higher learning and secondary professional schools, the enrollment examination of adult higher education, the self-study education of higher education and the graduation examination of ordinary senior high schools throughout the county.

(10) to make overall planning and management of the ideological and political, moral education, sports, health and art education, national defense education and safety education management of all types of schools at all levels in the county. To co-ordinate the work of the Party and the masses of the organs of the Administration, institutions directly under the administration and county schools.

(11) to manage and organize the implementation of employment guidance services for graduate students and college and secondary school graduates from ordinary colleges and universities throughout the county. Work with relevant departments to formulate the enrollment plan of secondary schools in the county.

(12) to plan and guide the educational and scientific research and scientific and technological research in the field of sports of all kinds of schools at all levels and institutions directly under the bureaus in the county. To coordinate and guide schools at all levels and institutions directly under the bureau throughout the county to undertake the implementation of major scientific research projects at the national, provincial and municipal levels.

(13) to implement the laws, regulations, principles and policies of the state’s spoken and written language work, to manage the spoken and written language work of the county as a whole, and to formulate medium-and long-term plans for the spoken and written language work of the whole county. Guide the promotion of Putonghua.

(15) to make overall planning and guide the work of work inspection and school-run industries in schools of all levels and types throughout the county. To study and formulate the development plan of the sports industry, be responsible for the examination and approval of the qualifications of sports business activities, and manage the sports market in accordance with the law.

(16) to co-ordinate and manage exchanges and international cooperation outside the education system of the county. To implement the state’s principles and policies on the administration of studying abroad and studying in China, to be responsible for educational exchanges and cooperation with the Hong Kong, Macao Special Administrative region and Taiwan, and to be responsible for employing foreign cultural and educational experts by county-level educational institutions.

(17) to implement the national fitness plan, guide and carry out mass sports activities, implement national physical exercise standards, and carry out national physique monitoring.

(18) to make overall plans for the development of competitive sports, study and balance county-wide sports competitions, competitive sports events and key layout; do a good job in the construction of sports teams, and guide, approve and approve sports teams to participate in major national, provincial and municipal competitions.

(19) to plan and coordinate the layout of the construction of stadiums and facilities throughout the county, and guide and standardize the construction of stadiums and facilities.

(20) to be responsible for the qualification examination and professional guidance of sexual sports associations throughout the county. Responsible for the management of fitness Qigong.

(21) to study and put forward principles, policies and measures for the reform of the scientific and technological system of the whole county; to promote the establishment of a scientific and technological innovation system and scientific and technological innovation mechanism adapted to the socialist market economy and the laws of scientific and technological development; guide and coordinate the reform of the scientific and technological system of all departments and towns; promote the construction of the scientific and technological innovation system of the whole county, and improve the scientific and technological innovation capability of the whole county.

(22) to organize and compile the medium-and long-term plans for the development of civil science and technology and the development of mountain areas throughout the county.

(23) to study and implement measures to increase investment in science and technology through various channels; to optimize the allocation of scientific and technological resources; and to be responsible for the budget and final accounts of related expenses such as scientific operating expenses, scientific and technological “three fees” and special funds for centralized management.

(24) to be responsible for formulating and organizing the implementation of the county’s annual plans for major scientific and technological research, tackling key scientific and technological problems, scientific and technological innovation projects and social development, and organizing and implementing the training plan for county academic and technological leaders. To be responsible for formulating and guiding the implementation of the Torch Plan, the Spark Plan, the Achievement Promotion Plan, the key New Product Plan and the technological innovation plan guidelines for technology-based small and medium-sized enterprises. Strengthen the development and promotion of high-tech industrialization and applied technology; be responsible for the identification and recommendation of high-tech enterprises and private science and technology enterprises in the county.

(25) implement the state’s principles and policies on scientific and technological cooperation and exchanges with foreign countries, study and formulate plans for scientific and technological cooperation and exchanges throughout the county, and carry out scientific and technological cooperation and exchanges at home and abroad with relevant departments.

(26) vigorously promote the development of private scientific research institutions and scientific and technological enterprises in accordance with the laws and rules of the market economy, promote the construction of a socialized service system for science and technology, and guide the development of the county’s scientific and technological tertiary industry; centrally manage the county’s scientific and technological achievements, scientific and technological awards, scientific and technological secrecy, scientific and technological patents, technological market, science and technology-related intellectual property protection and other work.

(27) formulate plans for the popularization of science and technology, implement policy guidance, promote the development of science popularization, and centrally manage the work of scientific and technological information, scientific and technological secrecy and scientific and technological statistics throughout the county.

(28) to undertake other tasks assigned by the county party committee and the county people’s government.
