阆中教科的主要职责

(一)贯彻执行有关教育、科技、体育工作的法律、法规、规章和方针、政策;编制教育、科技、体育发展和改革规划并指导、协调和监督实施。

(二)推进教育改革、教育教学和教育科学研究工作，指导全市教育科学新成果、新经验的推广应用，组织协调中小学承担的国家教育科学研究项目的实施，指导学校科研基地、实验室的发展建设。

(三)提出全市科学技术和知识产权发展的重大布局和优先领域建议，组织拟订并实施科技支撑计划、重点基础研究计划、软科学研究计划和统筹协调基础研究、前沿技术研究、重大社会发展重要领域的重大关键技术攻关。

(四)负责教育、科技、体育经费的统筹管理。参与拟订筹措教育经费、教育拨款、教育基建投资的政策和措施;监督全市教育经费的筹措和使用，指导国(境)外教育援助、教育贷款和教育合作项目的执行，监督经物价部门批准的教育经费收费项目和标准的执行;拟订各类科技专项经费使用、管理方案，会同有关部门提出强化科技投入及优化科技资源配置的政策措施建议。

(五)负责义务教育的宏观指导与协调，推进全市义务教育均衡发展和促进教育公平。指导普通高中教育、中等职业教育、幼儿教育和特殊教育工作;推进基础教育教学改革，全面实施素质教育。

(六)负责全市教育督导工作。负责组织实施对中等及中等以下教育、扫除青壮年文盲工作的督导检查和评估验收工作，负责基础教育发展水平和质量的监测工作。

(七)会同有关部门制定高中教育阶段学校的招生计划并组织实施;指导全市中小学校及中等职业学校的管理工作。

(八)统筹规划、综合管理全市民办教育。规范民办教育办学秩序，促进民办教育事业健康发展。

(九)综合管理全市基础教育、职业教育、学前教育、特殊教育、成人教育、社会力量举办学历教育等工作。

(十)主管全市教师工作，在规定权限内负责教师人事管理，按程序履行招聘录用、职务评聘、培养培训、调配交流等管理职责。负责实施教师继续教育和专业技术职称的有关工作，负责教师资格证制度的实施和抓好教育系统人才队伍建设。

The main duties of Langzhong Education Department

(1) to implement the laws, regulations, rules, principles and policies relating to education, science and technology and sports; to formulate plans for the development and reform of education, science and technology and sports, and to guide, coordinate and supervise their implementation.

(2) to promote educational reform, education, teaching and educational scientific research, guide the popularization and application of new achievements and experiences in educational science throughout the city, organize and coordinate the implementation of national educational and scientific research projects undertaken by primary and secondary schools, guide the development and construction of school scientific research bases and laboratories.

(3) to put forward suggestions on the major layout and priority areas for the development of science and technology and intellectual property rights in the whole city, to organize the formulation and implementation of scientific and technological support plans, key basic research plans, soft science research plans, and major key technological research in important areas of basic research, cutting-edge technological research and major social development.

(4) to be responsible for the overall management of education, science and technology and sports funds. Participate in the formulation of policies and measures for raising educational funds, funding for education and investment in educational infrastructure; supervise the raising and use of educational funds throughout the city; guide the implementation of foreign educational assistance, educational loans and educational cooperation projects; supervise the implementation of the charging items and standards of educational funds approved by the price department. Formulate plans for the use and management of all kinds of special funds for science and technology, and work with relevant departments to put forward policies and measures to strengthen investment in science and technology and optimize the allocation of science and technology resources.

(5) to be responsible for the macro guidance and coordination of compulsory education, promote the balanced development of compulsory education in the whole city and promote educational equity. To guide general high school education, secondary vocational education, early childhood education and special education; promote the teaching reform of basic education and implement quality education in an all-round way.

(6) to be responsible for the educational supervision of the whole city. To be responsible for organizing and implementing the supervision, inspection, evaluation and acceptance of secondary and subsecondary education and eliminating illiteracy among young and middle-aged people, and be responsible for monitoring the development level and quality of basic education.

(7) to formulate and implement the enrollment plan for schools at the stage of senior high school education in conjunction with relevant departments, and to guide the management of primary and secondary schools and secondary vocational schools throughout the city.

(8) overall planning and comprehensive management of civilian-run education throughout the city. Standardize the school-running order of private education and promote the healthy development of private education.

(9) to comprehensively manage the work of basic education, vocational education, preschool education, special education, adult education and diploma education organized by social forces throughout the city.

(10) to be in charge of the work of teachers in the city, to be responsible for the personnel management of teachers within the prescribed limits of authority, and to perform administrative duties such as recruitment, job evaluation, training, deployment and exchange in accordance with the procedures. To be responsible for the implementation of teachers’ continuing education and professional and technical titles, the implementation of the teacher qualification certificate system and the construction of the talent team in the education system.
