静海县教育概况

静海县有各级各类学校152所、幼儿园308处，在校学生91328人、在园幼儿28511人，在职干部教师7040人。近年来，全县教育工作坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，全面深化教育改革，全面实施素质教育，着力提高质量效益，全力推进教育现代化建设，教育事业呈现出繁荣发展的生动局面。2011年以来，荣获全国法制教育先进单位、全国督导工作先进集体、全国关心下一代工作先进集体、全国区域推进优秀班集体建设先进单位、全国“两基”工作先进单位等5项国家级和19项市级荣誉称号。

大力改善办学条件，综合实力明显增强

紧紧抓住义务教育学校现代化达标建设、校舍加固维修功能提升和学前教育资源建设三大重点工程不放松，投资7.6亿元，新建扩建改建了165所中小学幼儿园，108所中小学校舍的安全性、功能性全面提升，138所中小学一次性通过市政府义务教育现代化学校达标验收,居全市前列。27所幼儿园达到了市级示范园、一级园、乡镇中心园创建标准。18所成人学校成为市级一类校和示范校。

全面贯彻教育方针，素质教育有效实施

在全县中小学广泛开展诚信、敬畏、感恩、责任、荣辱“五个教育”活动，突出环境育人、实践育人和班级育人三大特色。全面落实课程计划，开齐课程，开足课时。持续深入开展“主体—和谐—高效”教学模式构建和课堂教学等级达标活动，课堂面貌焕然一新。全面落实《学校体育工作条例》和《学校艺术教育规程》，每年精心组织县中小学艺术节、合唱节、科技节和体育节。连续5年在全市中小学田径运动会上荣获农村区县团体总分前三名。2009和2010年，两次荣获全国初中女子足球比赛冠军。县体校输送的静海籍运动员陈飞勇夺2011年世界杯柔道赛和世界柔道大奖赛两项冠军和2012年伦敦奥运会女子柔道70公斤级比赛第五名。我县特教中心输送的优秀残疾人运动员尚光旭勇夺2012年伦敦残奥会男子200米短跑亚军。连续11年荣获天津市艺术节优秀组织单位，93个集体节目在全国全市获奖。

切实加强队伍建设，素质能力明显提高

全面实施校长选任制，严格控制农村教师向县城流动，出台鼓励政策吸引县城教师到农村支教，促进了教师队伍的均衡化。大力开展领导干部“百校行”、“十百千”和“三深入一提高”活动，推行了领导干部“一线工作法”。深入开展“敬业，爱生，奉献”、“修身正德，治学育人，做人民满意教师”和“学规范，重操守，树形象”系列师德教育活动，实施队伍建设“332工程”、“三名”工程、学习化工程，教师师德素养和业务素质全面提高。2011年以来，有1名校长荣获国务院特殊津贴，9名干部教师成为天津市未来教育家培养人选，574名教师成为“天津市265农村骨干教师培养工程”学员，8名教师成为特级教师，27名教师被评为县级名师，321名教师成为市、县级学科带头人，4名教师当选县“十大杰出青年”，16位教师在全国课堂教学大赛中获得一等奖。

着力提高教学质量，办学效益全面提升。大力推行《天津市义务教育学校服务标准》和《静海县中小学教育教学管理标准》，有效落实《静海县学前教育三年行动计划》。学前教育和义务教育各项质量指标保持全市农村区县先进行列。高考成绩逐年提高，2012年又取得历史性突破。700分以上考生6人;600分以上考生531人;本科一批上线1310人，比去年增加263人;本科二批以上上线2512人，比去年增加405人;有17名同学被清华、北大和香港名校录取。职业教育、成人教育紧贴静海经济和社会发展，不断创新办学模式，教育效益和社会效益明显提升。

In 2009 and 2010, he won the national junior high school women’s football championship twice. Chen Feiyong, a Jinghai athlete from the county sports school, won the 2011 World Cup judo and the World Judo Grand Prix and finished fifth in the women’s judo 70kg class at the 2012 London Olympic Games. Shang Guangxu, an excellent disabled athlete from our county’s special education center, won the runner-up in the men’s 200-meter sprint at the 2012 London Paralympic Games. There were 6 candidates with scores above 700, 531 candidates with scores above 600, 1310 students in the first batch of undergraduates, an increase of 263 over last year, 2512 students in more than two batches of undergraduates, an increase of 405 over last year, and 17 students were admitted to famous universities in Tsinghua University, Peking University and Hong Kong. Vocational education and adult education closely follow the economic and social development of Jinghai, constantly innovate the mode of running a school, and the educational and social benefits are significantly improved.
