招远市教育信息网机构职能

(1)全面贯彻执行党和国家的教育方针、政策，落实有关教育工作的法律、法规;负责制定本市教育工作的实施意见和措施，并监督执行;负责对全市教育督导。

(2)研究全市教育发展战略思路，负责全市教育体制和办学体制等方面的改革;研究制定并组织实施全市教育事业的发展规划及年度计划。

(3)综合管理全市基础教育(含学前教育)、职业教育、成人教育、社区教育、社会力量办学、地方高等教育以及流动人口子女教育等工作，指导、协调各镇(区)及有关部门的教育工作以及评估、检查。

(4)会同有关部门拟定有关教育经费筹措、学校收费、教育拨款及教育基建投资等方面的政策，对全市教育经费筹措使用进行指导、管理和监督;对市级财政预算内教育经费、教育费附加、地方教育费附加、教师继续教育经费及其他由市统筹使用的经费作出安排计划;统筹管理本部门的教育经费;负责对局直属单位经费使用进行审计监督;按有关规定管理国内外对本市教育的援助和贷款。

(5)统筹规划并指导本市各级各类学校教师和教育行政干部队伍的建设工作。归口管理师范类毕业生的就业，教师资格认定，教职工的劳动工资、职称、奖惩和管理权限内的干部任免以及教师离退休工作，指导教育人事制度的改革，负责和指导本市教师继续教育工作和干部培养、培训工作。

(6)归口管理本市的学历补偿教育、提高学历教育和国家学历考试以及各级各类学校的招生工作。负责市民通用外语和计算机考核工作;负责教师现代教育技术、外语能力的培训、考试、考核工作。

(7)在市纪委(监察局)的指导下，负责局直属学校和事业单位党的纪律检查和行政监察工作;负责和配合市纪委和乡镇纪委检查全市教育系统党的纪律和行政监察工作。

(8)指导全市各级各类学校的德育、教育教学、教育科学研究、体育卫生、美育劳技教育以及国防、环保等教育工作。

(9)负责局党委下属的党(总)支部的党务、群团、统战工作，指导有关教育的学会、协会、研究会等社团的组织工作。

(10)会同有关部门管理境外投资学校，开展教育对外交流和合作工作。
