迎泽教育信息网的工作职责

(一)拟定全区教育发展战略、统筹规划、协调指导全区教育体制和办学体制等方面的改革;制定全区教育事业发展规划和年度计划并指导、协调、组织实施;拟定全区教育事业改革与发展的规划和实施方案并组织实施。

(二)负责全区学前教育、义务教育、特殊教育、成人教育和社区教育;负责推进义务教育均衡发展和促进教育公平;制定基础教育教学基本要求和教学基本文件，规范全区中小学教材建设，全面实施素质教育;直接管理区属学校、局属事业单位;指导、协调区直各部门相关教育工作;负责对学校的工作进行督导、检查、评估;按照权限管理全区民办教育工作。

(三)负责指导全区各级各类学校德育工作、体育卫生艺术教育工作、国防教育工作和学校安全保卫工作。指导直属学校稳定工作和中小学校外教育工作。

(四)负责全区教师工作的统筹、规划和管理工作;指导教育系统人才队伍建设;依法落实本区行政区域内中小学、幼儿园教师资格认定工作;承担全区教育系统专业技术人员职务评聘工作;承担局机关机构设置和人员编制、调配、工资、考核、奖惩等工作;承担区属学校(单位)人员编制、招聘录用、考核奖惩、调整流动、工资、退休审核等工作。

(五)负责全区教育法制建设工作，指导学校依法治教、依法治校，维护和保障学校、师生员工的合法权益，组织开展教育行政执法。

(六)会同有关部门做好全区各项教育经费的筹措和使用。对区属教育事业单位的经费、国有资产和基本建设工作进行管理;参与对教育经费使用情况的监督，依法检查区属学校教育经费收支情况;参与全区各级各类学校的布局规划，审核、审批学校的新建、撤销、调整及土地、校舍、财产的转让或变更。

(七)统筹组织全区大、中专学校招生考试、高等教育自学考试、成人教育招生考试及小学和初中毕业考试工作。

(八)指导全区各级各类学校进行教育教学改革，组织各类学校开展教育科研、教学研究活动和教科研成果的推广工作;规划并实施教育技术装备与信息化建设。

(九)负责全区教育基本信息的统计、分析和发布工作;指导教育学会、协会、研究会等教育社团组织的工作。

(十)负责贯彻落实国家语言文字工作的方针、政策;负责组织、协调和检查全区语言文字规范化建设工作;负责推广普通话。负责 “两免一补”工作和为贫困大学生助学贷款的工作。

(3) to be responsible for guiding the work of moral education, sports, health and art education, national defense education and school security in schools of all levels and types in the region. To guide the stability of directly affiliated schools and the work of out-of-school education in primary and secondary schools.

(4) to be responsible for the overall planning, planning and management of the work of teachers in the whole region; to guide the construction of talents in the education system; to implement the qualification of teachers in primary and secondary schools and kindergartens in the administrative area of the district in accordance with the law; to undertake the job evaluation and recruitment of professional and technical personnel in the education system of the whole region; to undertake the establishment and staffing, deployment, salary, assessment, reward and punishment and other work of the bureau. To undertake the staffing, recruitment, assessment, rewards and punishments, adjustment of mobility, salary, retirement audit and other work in district-affiliated schools (units).

(5) to be responsible for the construction of the educational legal system in the region, to guide schools to administer education and schools according to law, to safeguard and protect the legitimate rights and interests of schools, teachers, students and staff, and to organize and carry out educational administrative law enforcement.

(6) to do a good job in raising and using the educational funds of the whole region in conjunction with the relevant departments. To manage the funds, state-owned assets and capital construction of district-affiliated educational institutions; to participate in the supervision of the use of educational funds, to inspect the income and expenditure of educational funds of district-affiliated schools in accordance with the law; to participate in the layout planning of all kinds of schools at all levels in the region, examine and approve the new construction, cancellation and adjustment of schools and the transfer or alteration of land, school buildings and property.

(7) to co-ordinate and organize the enrollment examinations of universities and technical secondary schools in the region, the self-study examinations of higher education, the admissions examinations of adult education and the graduation examinations of primary and junior high schools.

(8) to guide all types of schools at all levels in the region to carry out education and teaching reform, organize all kinds of schools to carry out educational scientific research, teaching research activities and the popularization of educational and scientific research achievements; plan and implement educational technology and equipment and information construction.

(9) to be responsible for the statistics, analysis and publication of the basic information of education in the whole region; to guide the work of educational societies, associations, research societies and other educational organizations.

(10) to be responsible for implementing the principles and policies of the national spoken and written language work; to organize, coordinate and inspect the standardization of spoken and written language in the whole region; and to be responsible for the promotion of Putonghua. Responsible for the work of “two exemptions and one subsidy” and student loans for poor college students.
