宣城教育体育信息网的主要职责

(一)贯彻执行国家、省有关教育和体育工作的方针政策和法律法规。研究提出全市教育体育改革发展规划以及发展的重点、结构、规模、速度和步骤，制定全市教育体育事业发展年度计划，指导、协调教育体育规划和年度计划的实施工作。

(二)负责直属单位领导班子建设;指导全市教育体育系统行风建设和精神文明建设。

(三)负责教育督导与评估。组织和指导对中等及以下教育、扫除青壮年文盲工作的督导检查工作，督查指导学校(园)教育教学工作。强化督导职能，加大督政、督学力度，保证国家教育法规和方针、政策的贯彻执行和教育目标的实现。

(四)负责管理和指导全市基础教育工作。宏观指导和协调义务教育，推进义务教育均衡发展，促进教育公平;指导普通高中教育、幼儿教育、特殊教育和民族教育工作。规划并指导中小学德育、卫生与艺术教育、安全教育及国防教育工作，组织实施中等、初等和学前教育的课程计划、课程改革、教材建设，全面实施素质教育。

(五)统筹和指导全市中等职业和成人教育的发展改革，规划实施中等职业和成人教育工作，制定并实施中等职业和成人教育评估标准，指导中等职业和成人教育教材建设和职业指导工作。

(六)统筹全市民办教育发展，分级负责民办学校及其他民办教育机构设置、撤并和更名的审核、审批管理，负责全市民办教育机构和学校办学行为的监督和指导工作。

(七)主管全市的教师和体育人才工作。统筹规划和指导学校教职工管理和教育体育人才队伍建设工作，负责教师资格认定和教师、教练员专业技术职务评审工作，组织实施教师继续教育和教育体育行政干部培训工作，负责全市师德建设工作，负责直属单位人员劳动工资管理工作，组织实施大中专毕业生的信息咨询和就业指导工作。

(八)统一管理本级教育体育经费。组织制定筹措教育体育经费、教育体育拨款、教育体育基建投资的意见，监测各县(市、区)教育体育经费筹措和使用情况，编制直属单位经费预算，负责编制全市教育体育事业及经费统计分析，负责编制普通高中及中等职业学校招生计划。负责教育体育经费项目、标准的监管。

(九)统筹全市普通高中、中等职业学校以上招生计划实施工作，负责组织实施和管理全市各类学历教育的招生考试工作，负责普通高中、中等职业学校教育学籍管理。

(十)统筹规划并指导学校信息化教育、教学仪器和实验设备的配备工作;实施并指导青少年校外活动教育和中小学生社会实践教育工作。

The main responsibilities of Xuancheng Education and Sports Information Network

(3) to be responsible for educational supervision and evaluation. To organize and guide the supervision and inspection of secondary and lower education and the elimination of illiteracy among young and middle-aged people, and to supervise and guide the education and teaching work of schools (parks). Strengthen the function of supervision, strengthen the supervision of government and schools, and ensure the implementation of national educational laws, principles and policies and the realization of educational goals.

(4) to be responsible for managing and guiding the basic education work of the whole city. Macroscopically guide and coordinate compulsory education, promote the balanced development of compulsory education, promote educational equity, and guide general high school education, early childhood education, special education and ethnic education. Plan and guide moral education, health and art education, safety education and national defense education in primary and secondary schools, organize and implement curriculum plans, curriculum reform and teaching materials for secondary, primary and preschool education, and implement quality education in an all-round way.

(5) to coordinate and guide the development and reform of secondary vocational and adult education throughout the city, plan and implement secondary vocational and adult education, formulate and implement evaluation standards for secondary vocational and adult education, and guide the construction of teaching materials and vocational guidance for secondary vocational and adult education.

(6) to co-ordinate the development of civilian-run education throughout the city, to be responsible for the examination, approval and administration of the establishment, withdrawal, merger and renaming of private schools and other privately-run educational institutions at different levels, and to be responsible for the supervision and guidance of the behavior of private educational institutions and schools throughout the city.

(7) to be in charge of the work of teachers and sports talents throughout the city. Overall plan and guide the management of school staff and the construction of educational and sports personnel, be responsible for the identification of teachers’ qualifications and the evaluation of professional and technical positions of teachers and coaches, organize and implement continuing education for teachers and the training of educational and sports administrative cadres, be responsible for the construction of teachers’ ethics in the whole city, be responsible for the management of labor and wages of directly subordinate units, and organize and implement information consultation and employment guidance for college and secondary school graduates.

(8) uniformly manage the funds for education and sports at the corresponding level. To organize and formulate opinions on raising funds for education and sports, allocation of funds for education and sports and investment in education and sports infrastructure, monitor the raising and use of funds for education and sports in various counties (cities and districts), and draw up the budget of directly subordinate units, responsible for the compilation of statistical analysis of the city’s education and sports undertakings and funds, and the enrollment plan of ordinary senior high schools and secondary vocational schools. (9) to co-ordinate the implementation of the enrollment plan for ordinary senior high schools and secondary vocational schools and above, to be responsible for organizing, implementing and managing the enrollment examinations for all kinds of academic qualifications education in the city, and to be responsible for the management of student status in ordinary senior high schools and secondary vocational schools.

(10) to make overall plans for and guide the provision of information-based education, teaching instruments and experimental equipment in schools; to implement and guide the education of out-of-school activities for young people and the social practice education of primary and secondary school students.
