主要职责是：

(一)贯彻执行党和国家的教育方针、政策和有关教育的法律、法规以及上级教育行政部门的有关规定，检查学校执行情况;研究全市教育改革与发展的重大问题;研究制定并组织实施全市普通教育的发展规划和年度教育工作计划;会同有关部门、单位研究制定并组织实施全市高等教育、职业技术教育、成人教育、幼儿教育的发展规划和年度教育工作计划。

(二)综合管理全市基础教育(含特殊教育、幼儿教育)、职业技术教育、高等教育、成人教育、社会力量举办的高中段及其以下教育、成人高等教育自学考试和继续教育等工作;制定教育资格标准和考核办法，组织、管理各级各类中小学在职教师的培训、进修和考核。

(三)负责制定普通中小学、职业中学、成人学校和幼儿园的校舍、场地、图书、教学仪器和实验设备的基本标准;根据授权和管理权限，审批市区相关中小学的设置、更名和撤并。

(四)管理全市高中段学历教育及其招生考试工作;组织对高标准、高质量普及九年义务教育、扫除青壮年文盲、发展高中段教育工作的督导与评估;组织教育科学研究和教学研究，编写必　要的补充教材，进行教学质量评估;承担市政府教育督导室的具体工作。

(五)主管全市的教师工作，组织实施教师资格制度;负责全市教师专业技术职务的评审和聘任工作;拟定教师管理的有关政策，参与制定教职工编制，统筹规划并指导学校教师和管理人员的队伍建设工作;按管理权限，负责教职工人员调配和师范类院校毕业生的就业指导工作。

(六)负责所属各级各类学校、单位领导干部的学习、培训;按干部管理权限，负责市属学校干部选拔、考察、任免与管理。

(七)负责和指导市属学校(单位)的组织、宣传、统战、纪检、监察、审计等工作;负责抓好本系统的思想政治工作和社会主义精神文明建设。

(八)管理本部门教育经费;参与拟定筹措教育经费、教育拨款、教育基建投资的方针、政策;监测全市教育经费的筹措和使用情况;会同有关部门制定普通高中、职业高中和幼儿教育的收费标准;指导全市教育系统的审计工作;负责全市教育基本信息的统计、分析和发布;管理市属学校(单位)的基建、财务、固定资产。

(九)贯彻国家语言文字工作的方针、政策，编制语言文字工作中长期规划，协助协调、监督和检查全市的语言文字工作;指导推广普通话工作。

(十)指导全市勤工俭学和高中段以上学校后勤服务社会化工作。

The main responsibilities are:

(1) to implement the educational principles and policies of the party and the state, the laws and regulations relating to education and the relevant regulations of higher educational administrative departments, to inspect the implementation of schools, and to study the major issues concerning the reform and development of education in the whole city; to study, formulate and organize the implementation of the city’s general education development plan and annual education work plan. Work with relevant departments and units to formulate and organize the implementation of the city’s higher education, vocational and technical education, adult education, early childhood education development plan and annual education work plan.

(2) to comprehensively manage the city’s basic education (including special education and early childhood education), vocational and technical education, higher education, adult education, education in senior high schools and below held by social forces, and self-study examinations and continuing education in adult higher education; formulate educational qualification standards and assessment methods, organize and manage the training, further study and assessment of in-service teachers at all levels and all types of primary and secondary schools.

(3) to be responsible for formulating the basic standards for school buildings, venues, books, teaching instruments and experimental equipment of ordinary primary and secondary schools, vocational secondary schools, adult schools and kindergartens; in accordance with authorization and administrative authority, to examine and approve the establishment, renaming and cancellation of relevant primary and secondary schools in urban areas.

(4) to administer the academic record education and its enrollment and examination work in the high and middle schools of the city; to organize the supervision and evaluation of the work of popularizing nine-year compulsory education with high standards and high quality, eliminating illiteracy among young and middle-aged people, and developing high and middle school education; organize educational scientific research and teaching research, compile necessary supplementary teaching materials, evaluate teaching quality, and undertake the specific work of the municipal education supervision office.

(5) to be in charge of the work of teachers in the city, organize and implement the teacher qualification system; be responsible for the evaluation and appointment of professional and technical posts of teachers in the whole city; formulate relevant policies on the management of teachers, and participate in the formulation of the establishment of teaching staff; overall plan and guide the construction of the contingent of teachers and managers in schools; and be responsible for the deployment of teaching staff and employment guidance for graduates of normal colleges and universities according to the administrative authority.

(6) to be responsible for the study and training of leading cadres in schools and units at all levels and units under their jurisdiction; to be responsible for the selection, inspection, appointment, removal and management of cadres in municipal schools according to the authority of cadre management.

(7) to be responsible for and guide the organization, propaganda, United front, discipline inspection, supervision and audit of municipal schools (units); to be responsible for doing a good job in the ideological and political work of the system and the building of socialist spiritual civilization.

(8) to manage the educational funds of their own departments; to participate in the formulation of principles and policies for raising educational funds, educational allocations and investment in educational infrastructure; to monitor the raising and use of educational funds in the whole city; to formulate fee standards for ordinary high schools, vocational high schools and early childhood education in conjunction with relevant departments; to guide the audit of the city’s education system; to be responsible for the statistics, analysis and release of basic education information in the city. To manage the infrastructure, finance and fixed assets of municipal schools (units).

(9) to implement the principles and policies of the state in the work of spoken and written languages, to formulate medium-and long-term plans for the work of spoken and written languages, to assist in the coordination, supervision and inspection of the work of spoken and written languages throughout the city, and to guide the promotion of Putonghua.

(10) to guide the socialization of logistics services in the city’s work-study programs and schools above senior high school.
