淳安县教育局的主要职责

(一)贯彻落实党和国家的教育方针、政策、法律、法规，研究制定全县教育工作的规范性文件、措施，并监督执行。

(二)研究制订全县教育事业的中长期发展规划和年度计划，指导、协调实施工作;负责改制学校和社会力量举办的各类学校管理工作。

(三)综合管理全县基础教育、职业教育、成人教育、学前教育、特殊教育等工作;负责全县普及九年义务教育、扫除青壮年文盲工作;指导协调各乡(镇)、县直各部门有关教育的工作。

(四)会同有关部门制订筹措教育经费、教育拨款、教育基建投资的方针政策，依法管理教育资产和各项教育经费，对全县各级各类学校的经费使用情况进行审计监督。

(五)负责全县教育改革与发展的宏观指导和管理。会同有关部门制订教育系统劳动工资及人事管理工作的有关方案和规章制度，指导学校内部管理体制改革。负责全县教师的资格认定、聘用、调配、辞退等工作，办理教育系统调动、奖惩、离退休等呈报审批手续。

(六)按照干部管理权限和程序的有关规定，负责科级学校领导干部的提名和领导班子的年终考核，负责全县股级学校校长的任免、培训和班子考核，负责教育局机关干部的实绩考核和股级干部的任免。

(七)指导各级各类学校的思想政治工作、德育工作、体育卫生及美育、艺术教育和国防教育工作。负责所属学校党群团工作。负责各类教育学会、社区教育和相关教育机构的管理与指导工作。

(八)负责管理全县的学历教育及各类考试工作。

(九)负责师范类毕业生就业指导和就业制度改革工作。

(十)承担国家、省、市教育科研项目，规划、指导全县教育教学研究工作;根据教学大纲落实学科教学计划，负责各级各类学校的教学常规管理。

The main responsibilities of Chun’an County Education Bureau

(1) to implement the educational principles, policies, laws and regulations of the Party and the state, study and formulate normative documents and measures for educational work in the county, and supervise their implementation.

(2) to study and formulate medium-and long-term development plans and annual plans for educational undertakings in the county, guide and coordinate the implementation; and be responsible for the management of all kinds of schools organized by restructured schools and social forces.

(3) to comprehensively manage basic education, vocational education, adult education, preschool education and special education throughout the county; to be responsible for popularizing nine-year compulsory education and eliminating illiteracy among young and middle-aged people throughout the county; to guide and coordinate the education work of all township (town) and county departments.

(4) to formulate principles and policies for raising educational funds, educational allocations and investment in educational infrastructure in conjunction with relevant departments, manage educational assets and various educational funds in accordance with the law, and conduct audit and supervision over the use of funds in schools of all levels and types in the county.

(5) to be responsible for the macro guidance and management of the educational reform and development of the whole county. Work with relevant departments to formulate relevant plans and rules and regulations for labor, wage and personnel management in the education system, and guide the reform of the internal management system of the school. To be responsible for the qualification, employment, deployment and dismissal of teachers throughout the county, and to handle the procedures for submitting and approving the transfer of the education system, rewards and punishments, retirement, etc.

(6) to be responsible for the nomination of leading cadres in section-level schools and the year-end assessment of leading bodies in accordance with the relevant provisions of cadre management authority and procedures, and to be responsible for the appointment, removal, training and group assessment of principals of stock-level schools throughout the county, to be responsible for the performance assessment of cadres of the Bureau of Education and the appointment and removal of cadres at the unit level.

(7) to guide the ideological and political work, moral education, sports, health and aesthetic education, art education and national defense education in schools of all levels and types. To be responsible for the work of the Party and the masses in his school. To be responsible for the management and guidance of various educational societies, community education and related educational institutions.

(8) to be responsible for the management of academic education and all kinds of examinations in the county.

(9) to be responsible for employment guidance and employment system reform for normal school graduates.

(10) to undertake national, provincial and municipal educational and scientific research projects, plan and guide the education, teaching and research work of the whole county; implement subject teaching plans according to the syllabus, and be responsible for the routine management of teaching in schools of all levels and types.
