中国海洋大学信息科学与工程学院历史悠久、底蕴深厚,其前身可以追朔至1930年国立青岛大学理学院物理系。先后有蒋德寿、王淦昌、王普、郭贻诚、束星北、周北屏、杨有樊等知名物理学家在此讲学、任教。1958年夏,山东大学迁至济南,物理系部分留在青岛作为组建山东海洋学院的基础学科,并于1959年3月组建了海洋物理系,这是山东海洋学院组建时设立的最早的五个系之一。随着学校教育事业的蓬勃发展,海洋物理系于1992年调整为物理学系与电子系。在此基础上,于1993年组建技术科学学院,
1999年更名为信息科学与工程学院。在长期的办学历程中,学院形成了“厚德笃志,勤思敏行”的院训,“爱国荣校,和谐创新”的院风,“立德树人,博学育才”的教风和“尚学善思,求真笃行”的学风,体现出全院师生员工的教育理念和精神风貌。

目前,学院下设物理系、电子工程系、计算机科学与技术系、海洋技术系和信息工程中心五个单位。学院拥有一支高素质的师资队伍,现有教职员工202人,其中博士生导师23人、教授39人、副教授50人,拥有博士学位的教师121人,占教师总数的60%。学院是教育部“长江学者奖励计划”海洋遥感学科和“山东省泰山学者计划”地图学与地理信息系统学科特设岗单位,先后有3位国内外知名学者受聘担任特聘教授和讲座教授;享受国务院颁发的政府特殊津贴人员9人,获得国家杰出青年基金资助1人,入选百千万人才工程国家级人选1人、教育部跨世纪优秀人才培养计划5人,获得中国青年科技奖1人、省市青年科技奖2人,入选国家有突出贡献的中青年专家1人、山东省有突出贡献的中青年专家2人、青岛市专业技术拔尖人才6人,1人获得“山东省十大杰出青年”称号。

信息科学与工程学院是一个以物理学为基础、以海洋技术为特色、以电子、信息工程为重点,以产学研结合为途径的研究教学型学院,具有海洋探测技术和信息工程技术两大学科优势。拥有海洋探测技术(原海洋物理)、地图学与地理信息系统两个海洋与地学博士点和计算机科学与技术、软件工程两个信息科学一级学科博士点,有物理学、光学工程、计算机科学与技术、信息与通信工程、地理学和软件工程6个一级学科硕士点,以及电子与通信工程、计算机技术、软件工程、光学工程、测绘工程和农业信息化6个工程硕士点。学院设有物理学、海洋技术、计算机科学与技术、光电信息科学与工程、电子信息科学与技术、电子信息工程、通信工程、保密管理8个本科专业,其中,电子信息工程和计算机科学与技术2个专业成功入选教育部卓越工程师计划,信息与海洋交叉、科学与技术融合的本、硕、博学科体系构成了学院复合型人才培养的显著特色。目前,学院有全日制在校本科生2132人,硕士研究生682人、博士研究生216人,毕业生一次就业率连年在90%以上。

学院拥有海洋信息技术教育部工程研究中心、计算机科学与技术博士后流动站、光学光电子青岛市重点实验室和海洋物理、地图学与地理信息系统、计算机应用技术山东省重点学科,设有山东省大学物理实验教学示范中心、电子信息实验教学中心、计算机教学实验中心。我院是学校“985工程”“十二五”重点建设单位之一,卫星海洋遥感、海洋声学探测、激光大气遥测、深海原位测量、海洋传感网技术、水下机器人及其导航定位等实验室跻身于本领域国内领先、国际先进行列。

近5年来,学院的科研经费快速增长,科研水平显著提升。在海洋物理、海洋探测、海洋信息、电子通信和计算机与机器人等领域承担了一批国家、行业和地方的重大科研项目与产学研合作项目,年均科研经费超过5000万元,其中包括国家重点基础研究发展计划(“973”计划)和国家高技术研究发展计划(“863”计划)课题,海洋公益性行业科研专项课题,以及国防重点预研项目和科技部国际合作重点项目等,学院每年承担国家自然科学基金重点项目、面上项目、人才项目及国际合作项目等10项以上,经费超过1000万元。在上述项目的支持下,学院每年在国内外主流刊物上发表SCI收录的学术论文40篇以上,被100余种国际知名刊物广泛引用。学院获国家科技发明奖1项,制定国际标准1项,获省、部级科技进步奖等50余项,获国内外发明专利30余项。

学院国际学术交流与多层次合作办学成效显著。先后与美国、英国、法国、德国、荷兰、比利时、俄罗斯、加拿大、日本及欧空局等国家及组织建立了长期的合作关系,承担多项政府间国际合作项目并任首席科学家。具有海外学习和工作经历的教师占学院专任教师的一半以上,在国家留学基金委员会等的资助下,每年有10名左右硕士和博士研究生赴美、英、法、加、澳等国际知名高校和研究机构进行联合培养或攻读博士学位。另外,学院与法国南特大学开展“3+1+2”本硕卓越工程师培养模式,与美国伊利诺伊理工学院开展本科生短期合作培养,为提升学生的国际化视野搭建了平台。

展望未来,信息科学与工程学院将认真贯彻落实党的十八大和十八届三中全会精神,紧紧围绕学校“十二五”事业发展规划和学校三大战略,以“海纳百川,取则行远”的胸襟,坚持“以人为本、依法办院”的理念,着力打造信息科学与海洋技术两支具有国际竞争力的核心团队,形成学科、技术、人才和区位的综合优势,带动其它相关学科的快速协调发展,使学院整体成为国内领先、国际知名的海洋技术创新基地、信息技术转化基地和复合人才培养基地,为中国海洋大学实现国际知名、特色显著的高水平研究型大学的百年建设目标做出新的贡献!

A brief introduction to the School of Information Science and Engineering, Ocean University of China

The School of Information Science and Engineering of Ocean University of China has a long history and profound heritage, and its predecessor can be traced back to the Department of Physics, School of Science, National Qingdao University in 1930. Well-known physicists such as Jiang Deshou, Wang Yichang, Wang Pu, Guo Yicheng, Shu Xingbei, Zhou Beiping and Yang Youfan have lectured and taught here. In the summer of 1958, Shandong University moved to Jinan, and part of the physics department stayed in Qingdao as the basic discipline for the establishment of Shandong Ocean College, and the Department of Marine Physics was established in March 1959, which is one of the first five departments established when Shandong Ocean University was established. With the vigorous development of school education, the Department of Marine Physics was adjusted to Department of Physics and Department of Electronics in 1992. On this basis, the College of Technical Sciences was established in 1993.

In 1999, it changed its name to the School of Information Science and Engineering. In the long-term course of running a school, the college has formed the motto of “cherishing morality, thinking and doing wisely”, the style of “patriotism, harmony and innovation”, the teaching style of “establishing morality and cultivating people, erudite and educating talents” and the style of study of “still learning and good thinking, seeking truth and devotion”. It reflects the educational concept and spiritual outlook of the teachers, students and staff of the college.

At present, the college consists of five units: Department of Physics, Department of Electronic Engineering, Department of computer Science and Technology, Department of Marine Technology and Information Engineering Center. The college has a high-quality teaching staff of 202, including 23 doctoral supervisors, 39 professors, 50 associate professors, and 121 teachers with doctoral degrees, accounting for 60% of the total number of teachers. The college is the special post unit of the Marine remote Sensing discipline of the Yangtze River Scholars Award Program of the Ministry of Education and the Cartography and Geographic Information system discipline of the Taishan Scholars Program of Shandong Province. Three well-known scholars at home and abroad have been employed as special professors and chair professors. Nine people enjoy the special government allowance issued by the State Council, one is supported by the National Outstanding Youth Fund, one is selected as a national candidate for the million million talents project, and five are selected for the cross-century talent training program of the Ministry of Education. One person won the China Youth Science and Technology Award and two people from the provinces and cities. One young and middle-aged expert with outstanding contributions from the country, two young and middle-aged experts with outstanding contributions from Shandong Province, six top professional and technical talents in Qingdao, and one won the title of “Top Ten Outstanding Youth of Shandong Province”.

The School of Information Science and Engineering is a research and teaching college based on physics, characterized by marine technology, focusing on electronics and information engineering, and taking the combination of industry, university and research as its way. it has the advantages of marine exploration technology and information engineering technology. It has two doctoral programs in marine and geoscience, namely, marine exploration technology (formerly marine physics), cartography and geographic information system, and two first-tier doctoral programs in information science, including computer science and technology and software engineering. There are six master’s programs in physics, optical engineering, computer science and technology, information and communication engineering, geography and software engineering. And six master’s degree programs in electronic and communication engineering, computer technology, software engineering, optical engineering, surveying and mapping engineering and agricultural informatization. The college has eight undergraduate majors: physics, marine technology, computer science and technology, optoelectronic information science and engineering, electronic information science and technology, electronic information engineering, communication engineering and security management. Two majors, electronic information engineering and computer science and technology, were successfully selected into the Outstanding engineer Program of the Ministry of Education. The undergraduate, master and doctoral discipline system of the intersection of information and ocean and the integration of science and technology constitute the remarkable characteristics of the training of compound talents in the college. At present, the college has 2132 full-time undergraduates, 682postgraduates and 216doctoral students. The one-time employment rate of graduates is more than 90% in a year.

The college has the Engineering Research Center of the Ministry of Marine Information Technology, the postdoctoral Station of computer Science and Technology, the Qingdao key Laboratory of Optoelectronics, and the key disciplines of marine physics, cartography and geographic information system and computer application technology in Shandong Province. there are physics experiment teaching demonstration center, electronic information experiment teaching center and computer teaching experiment center of Shandong University. Our college is one of the key construction units of the school’s “985 Project” and “Twelfth five-year Plan”. Satellite ocean remote sensing, ocean acoustic detection, laser atmospheric telemetry, deep-sea in-situ measurement, ocean sensor network technology, underwater robots and their navigation and positioning are among the leading domestic and international advanced laboratories in this field.

In the past five years, the scientific research funding of the college has increased rapidly, and the level of scientific research has improved significantly. It has undertaken a number of major national, industrial and local scientific research projects and industry-university-research cooperation projects in the fields of marine physics, marine exploration, marine information, electronic communications, computers and robots, with an average annual research expenditure of more than 50 million yuan. these include the national key basic research and development plan and the national high-tech research and development plan, and the special scientific research projects of the marine public welfare industry. As well as key pre-research projects for national defense and key projects for international cooperation of the Ministry of Science and Technology, the college undertakes more than 10 key projects of the National Natural Science Foundation, surface projects, talent projects and international cooperation projects every year, with a funding of more than 10 million yuan. With the support of the above projects, the college publishes more than 40 academic papers collected by SCI in mainstream journals at home and abroad every year, which are widely cited by more than 100 kinds of international well-known journals. The college has won one national science and technology invention award, one international standard, more than 50 provincial and ministerial science and technology progress awards, and more than 30 invention patents at home and abroad.

The college has achieved remarkable results in international academic exchanges and multi-level cooperation in running schools. It has established long-term cooperative relations with countries and organizations such as the United States, Britain, France, Germany, the Netherlands, Belgium, Russia, Canada, Japan and ESA, and has undertaken a number of intergovernmental international cooperation projects and served as chief scientist. Teachers with overseas study and work experience account for more than half of the full-time teachers of the college. With the support of the National Council for studying abroad, every year, about 10 master’s and doctoral students go to the United States, Britain, France, Canada, Australia and other international well-known universities and research institutions to jointly train or study for doctorates. In addition, the college and the University of Nantes in France have carried out the “3-year-1-2” undergraduate excellent engineer training model, and the Illinois Institute of Technology has carried out short-term cooperation with the Illinois Institute of Technology to train undergraduates, which has set up a platform to enhance students’ international vision.

Looking to the future, the School of Information Science and Engineering will conscientiously implement the spirit of the 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee, closely revolve around the school’s “12th five-year Plan” development plan and the school’s three major strategies, and adhere to the concept of “people-oriented and running the hospital according to law”, focusing on building two internationally competitive core teams of information science and marine technology. To form the comprehensive advantages of disciplines, technology, talents and location, and promote the rapid and coordinated development of other related disciplines, so that the college as a whole has become a leading and internationally well-known marine technology innovation base, information technology transformation base and compound talent training base, and make new contributions to the century-long construction goal of an internationally renowned and distinctive high-level research university for Ocean University of China.
