山东大学法学院

山东大学是我国历史最悠久的著名学府之一，其前身为1901年创建的山东大学堂，是继京师大学堂之后我国最早设立的国立大学。在百年山大的历史上，法科曾是一门显要的学科，1906年清政府在济南皇华馆设法政学堂，翌年再设法律学堂，时称第一、第二法政学堂。1913年，两所学堂合并为山东公立法政专门学校，是为1910年代山东大学六所专门学校之一。然而，随着其后国运之不济及山大之分合辗转，法科逐渐消弭。

山东大学法科教育复办自上世纪80年代。1980年招收首届法律大专班，1981年开设法律本科专业。1983年，山东大学法律系成立，以著名法学家乔伟先生为代表的一代奠基者，筚路蓝缕，呕心沥血，为法律系的初创和发展立下功劳。1994年，法律系转制为法学院，著名法学家徐显明先生、梁慧星先生曾先后担任法学院院长，他们铸就了山大法学学术的声誉。现任院长为优秀青年法学家齐延平教授。

学院现有全职教师75人，其中教授25人，博士研究生导师18人，海外专家4人，山东大学人文社科一级教授3人，山东省泰山学者特聘教授1人，教育部跨世纪优秀人才3人。学院现拥有一级学科博士学位授予权，设有法学博士后科研流动站，为国家卓越法律人才教育培养基地。学院编辑出版的CSSCI集刊《人权研究》、《山东大学法律评论》等学术刊物赢得海内外学界的广泛关注和赞誉。

目前在校生1700余人，其中博士研究生、法学和法律硕士研究生1000余人，本科生近700人，并有部分来自世界各国及港澳台地区的留学生。学院通过学术研究、专业实践以及学生活动塑造学生的理论与实践能力，学院设有多种海外留学奖学金，每年选派数十名优秀学生到国外大学学习。学院着力使其培养的人才在全球意识、世界视野与国际竞争力等方面获得进步。

学院强调学术研究和教学的国际化视野，与美国、欧盟各国、澳大利亚、日本以及香港、台湾等国家和地区的数十所大学与研究机构保持着经常性的学术交流，学院90%以上的教师具备海外学习和研究的经历。以交流促发展，建设一所国际化的法学院，是我们一贯的发展方向和工作重点。

学院现拥有独立的法学教学楼和法学科研楼。法学教学楼建筑面积10000平米，设有360座学术报告厅、国际视频教室、模拟法庭、网络教室等先进教学设施。法律图书馆占地近2000平米，现有藏书8万余册，订有国内外知名专业杂志和报刊200余种，共有阅读坐席300个，设有典藏室、五十岚清日文阅览室、80座席的数字阅览室等设施，购有Westlaw、HeinOnline、北大法宝、北大法意等专业数据库。法学科研楼建筑面积2000平米，每位教师均拥有独立的研究室，另设有实验中心、多功能会议室等。良好的硬件设施为法学院的发展奠定了基础。

山东大学在美丽的威海校区还设有一所法学院，全职教师40余人，在校本科生、硕士生、博士生1000余人。备受关注的山东大学青岛校区已进入施工攻坚阶段，为支撑青岛校区学科建设，延揽国内外一流专家学者，为国家培养急需的国际法、海洋法高端人才，我们拟于青岛校区设立山东大学国际法学院。

法学教育关涉一国法律制度之品质、法律职业人格之塑造以及法治文化之养成。沐浴百年山大山魂海韵的法学院，奉行以学生为中心、以教师为主体、以制度为保障的办学理念。她努力使每一个学子倍感自豪，每一个教师有足够尊严，每一项制度彰显公正。与百年山大相比，法学院是年轻的，但她充满青春朝气，富有创新精神。我们将一如既往，承担责任，励精图治，建设一所受人尊重的法学院!

Shandong University is one of the famous universities with the longest history in China. Its predecessor is Shandong University, which was founded in 1901. It is the earliest national university in China after Beijing University. In the 100-year history of Shanxi University, law was once an important discipline. In 1906, the Qing government tried to establish a political school in Jinan Huanghua Pavilion, and then set up a law school the following year, which was called the first and second law and political schools. In 1913, the two schools were merged into Shandong Public specialized School of Law and Politics, which was one of the six specialized schools of Shandong University in 1910. However, with the subsequent bad luck of the country and the division and turn of Shanxi University, the law department gradually eliminated.

Law education in Shandong University has been resumed since the 1980s. The first law college class was enrolled in 1980 and the undergraduate law major was set up in 1981. In 1983, the Law Department of Shandong University was established. The founder of the law department, represented by the famous jurist Mr. Qiao Wei, made painstaking efforts and made contributions to the start-up and development of the law department. In 1994, the law department was transformed into a law school, and the famous jurists Mr. Xu Xianming and Mr. Liang Huixing successively served as the dean of the law school, which created the reputation of the law school of Shanxi University. The current dean is Professor Qi Yanping, an outstanding young jurist.

The college now has 75 full-time teachers, including 25 professors, 18 doctoral supervisors, 4 overseas experts, 3 first-class professors of humanities and social sciences of Shandong University, 1 specially appointed professor of Taishan scholars in Shandong Province, and 3 cross-century talents of the Ministry of Education. The college now has the right to grant doctoral degrees in first-level disciplines and has a law post-doctoral research station, which is a national education and training base for outstanding legal talents. Academic journals such as the CSSCI Collection “Human Rights Studies” and “Shandong University Law Review” edited and published by the College have won wide attention and praise from academic circles at home and abroad.

At present, there are more than 1700 students, including more than 1000 doctoral students, law and law master students, and nearly 700undergraduates, and some of them come from countries all over the world and from Hong Kong, Macao and Taiwan. The college shapes students’ theoretical and practical abilities through academic research, professional practice and student activities. it has a variety of overseas scholarships and sends dozens of outstanding students to foreign universities every year. The college strives to make progress in global awareness, world vision and international competitiveness of the talents it trains.

The college emphasizes the international vision of academic research and teaching, and maintains regular academic exchanges with dozens of universities and research institutions in the United States, EU countries, Australia, Japan, Hong Kong, Taiwan and other countries and regions. More than 90% of the faculty have overseas study and research experience. Promoting development through exchanges and building an international law school is our consistent development direction and focus of our work.

The college now has an independent law teaching building and law research building. The law teaching building covers an area of 10000 square meters and has advanced teaching facilities such as academic lecture hall, international video classroom, mock court, network classroom and so on. The Law Library covers an area of nearly 2000 square meters and currently has a collection of more than 80, 000 books, subscribed to more than 200 kinds of well-known professional magazines and newspapers at home and abroad, a total of 300 reading seats, a collection room, an Igarashi Fumihiko Qing Japanese reading room, an 80-seat digital reading room and other facilities, as well as professional databases such as Westlaw, HeinOnline, Peking University’s magic weapon, Peking University’s Fayi, etc. The construction area of the law research building is 2000 square meters. Each teacher has an independent research room, an experimental center, a multi-functional conference room and so on. Good hardware facilities have laid the foundation for the development of law schools.

Shandong University also has a law school in the beautiful Weihai campus, with more than 40 full-time teachers and more than 1000 undergraduate, master’s and doctoral students. The Qingdao campus of Shandong University, which has attracted much attention, has entered a critical stage of construction. in order to support the discipline construction of Qingdao campus, recruit first-class experts and scholars at home and abroad, and train much-needed high-end talents in international law and the law of the sea for the country, we plan to set up the School of International Law of Shandong University in Qingdao campus.

Legal education is concerned with the quality of a country’s legal system, the shaping of legal professional personality and the cultivation of the culture of the rule of law. The law school, which has been bathed in the charm of the mountain for a hundred years, pursues the idea of running a school with the student as the center, the teacher as the main body and the system as the guarantee. She strives to make every student feel proud, every teacher has enough dignity, and every system is fair. Compared with the century-old Shanxi University, the law school is young, but she is full of youthful vitality and innovative spirit. We will, as always, take responsibility and make every effort to build a respected law school!
