满洲里市教育信息网主要职能

(二)研究拟定全市教育事业发展规划和年度计划;协调、指导、实施教育体制和办学体制改革工作。

(三)管理和指导全市基础教育、职业教育、成人教育和继续教育工作;规划、管理、指导社会力量办学、普及九年义务教育和扫除青壮年文盲工作;负责教育督导和评估;规划实施中等、初等和学前教育的课程计划、课程改革、教材建设;规划并指导教育教学研究工作。

(四)主管全市的教师工作;统筹规划、指导学校教师和管理人员队伍建设工作，制定并贯彻教职工队伍管理的规章制度;指导中小学学校内部管理体制改革;组织实施全市中小学教师职称材料收集和初审工作;组织实施全市中等及以下各类教师资格认定工作，负责教师继续教育和教育管理干部的培训及奖惩工作;负责外地教师调入本市教育系统、教师调出教育系统的调配工作。

(五)管理本部门教育经费;参与拟定教育经费筹措和管理的政策及财务管理制度;统计并监测全市教育事业经费的筹措和使用情况;会同有关部门做好本系统财务预算和管理工作;按有关规定管理国(境)内外教育援助、教育贷款等;负责市属学校和直属事业单位的国有资产的监管;会同有关部门制定收费标准;参与拟定教育基建投资计划，指导与管理本部门的基本建设工作。

(六)指导全市教育系统行风建设及学校精神文明建设;规划并指导各级各类学校德育、体育卫生、艺术教育工作及国防教育工作;负责教育系统对外交流工作。

(七)管理全市学历教育的招生考试工作;会同有关部门拟定中等及以下学校招生计划并组织实施：负责中等及以下学历教育的学籍管理和毕业证的核发工作(不含普通高中);参与组织新任教师考录工作。

(八)会同有关部门指导规划中小学布局，指导和监督学校基本建设、校园发展规划的制定，负责全市中小学勤工俭学、教学仪器装备和信息技术教育工作。

(九)管理全市语言文字工作;指导推广普通话和普通话测试工作。

(十)承办市政府和上级教育行政部门交办的其他工作。

(4) to be in charge of the work of teachers in the whole city; to plan and guide the construction of the contingent of teachers and managers in schools as a whole, to formulate and implement the rules and regulations for the management of teaching staff; to guide the reform of the internal management system of primary and secondary schools; to organize and implement the collection and preliminary examination of professional titles of primary and secondary school teachers in the whole city. To organize and implement the qualification determination of teachers of middle and lower levels throughout the city, to be responsible for the training, reward and punishment of teachers’ continuing education and education management cadres, and to be responsible for the deployment of non-local teachers into and out of the city’s education system.

(5) to manage the educational funds of their own departments; to participate in the formulation of policies and financial management systems for the financing and management of educational funds; to count and monitor the raising and use of educational funds in the whole city; to work with relevant departments to do a good job in the financial budget and management of the system; to manage educational assistance and educational loans inside and outside the country in accordance with relevant regulations; to be responsible for the supervision and control of state-owned assets of municipal schools and institutions directly under the municipality. Formulate fee standards in conjunction with relevant departments; participate in the formulation of investment plans for educational infrastructure, guide and manage the capital construction work of the department.

(6) to guide the construction of the work style of the city’s education system and the construction of spiritual civilization in schools; to plan and guide the work of moral education, physical health, art education and national defense education in schools of all levels and types; and to be responsible for the external exchanges of the education system.

(7) to administer the enrollment and examination of academic qualifications education in the whole city; to formulate and implement the enrollment plan for secondary and lower schools in conjunction with relevant departments: to be responsible for the management of student status and the issuance of graduation certificates for secondary and lower academic qualifications education (excluding ordinary senior high schools); to participate in organizing the examination of new teachers.

(8) to guide and supervise the planning of the layout of primary and secondary schools in conjunction with relevant departments, to guide and supervise the formulation of plans for school capital construction and campus development, and to be responsible for work-study programs, teaching equipment and information technology education in primary and secondary schools throughout the city.

(9) to manage the spoken and written language work of the whole city; to guide the promotion of Putonghua and Putonghua testing.

(10) to undertake other tasks assigned by the municipal government and the educational administrative department at a higher level.
