汉寿教育局工作职责

(一)贯彻落实国家教育方针、政策和法律、法规、规章;拟定教育的规范性文件和规章制度，并组织实施。

(二)研究提出全县教育发展战略和教育事业发展规划;拟定教育体制改革的意见以及教育发展的重点、结构、速度，指导并协调实施工作。

(三)统筹管理县本级教育经费和上级对我县的教育拨款;参与拟定筹措教育经费、教育拨款、教育基建投资的政策规定;监测全县教育经费的投入和使用情况;指导编制并负责汇总上报全县教育经费年度预决算。

(四)指导和管理全县学前教育、基础教育、特殊教育、职业技术教育、成人教育、扫除文盲、社会力量办学、自学考试和继续教育等工作;负责各类教育的统筹规划和协调管理;会同有关部门审批、设置各级各类学校，指导全县各类教育的教育教学改革和研究。

(五)领导和指导县属学校党的建设、宣传、统战和群团工作;协助考察、管理县属学校领导班子和领导干部;负责乡镇中心学校领导班子和领导干部的考核、管理、任免、思想教育工作。

(六)规划和指导全县教育改革，建立和完善适应社会主义市场经济需要的教育体制及运行机制。

(七)指导全县各级各类学校的思想政治工作、德育工作、体育卫生与艺术教育及国防教育工作。

(八)在职责范围内主管全县教师工作。会同有关部门制定全县教育系统有关劳动工资、人事管理方面的规章制度并组织实施;负责规划并指导全县各级各类学校教师和教育行政干部队伍建设工作;管理全县教师奖励、录用审核、职务评审、教师资格认定、教师职业道德教育及教师调配、劳动工资、考核、教师退休、评残、人事档案管理工作;协助编制部门管理中小学编制。

(九)统筹管理普通和成人大中专学校招生、学籍学历和选招飞行学员工作;会同有关部门制定全县中小学招生计划，并组织实施;归口管理普通大中专毕业生就业工作，负责组织参与普通大中专毕业生就业供需见面和双向选择活动。

(十)负责指导管理全县各级各类学校勤工俭学及电教仪器装备工作。

(十一)归口管理全县教师奖励基金会工作;指导与教育有关的学会、协会等社团组织工作。

(十二)负责全县教育基本信息的统计、分析及发布工作。

(十三)负责教育系统信息技术教育、校校通工程和校园网络的开发、建设管理工作。

(十四)指导管理全县教育系统的纪检、监察和内部审计工作。

(十五)归口管理和指导全县教育督导工作。负责全县语言文字的管理、改革和推广普通话工作。

(十六)负责县内中等职业学校、普通中小学家庭经济困难学生及户口在本县的高校学生的资助工作。

(十七)负责全县中小学校舍场址安全、安全性能、抗震能力排查和鉴定;负责监督全县中小学每个建设项目按建设规范程序操作和管理。

(十八)组织、指导全县教育系统和各类学校社会治安综合治理和安全工作;负责全县教育系统维护稳定工作。

(十九)承办县委、县政府交办的其他事项。

(4) to guide and manage the work of preschool education, basic education, special education, vocational and technical education, adult education, eradication of illiteracy, running schools by social forces, self-study examinations and continuing education throughout the county; to be responsible for the overall planning and coordinated management of all kinds of education; to examine and approve and set up schools of all levels and types in conjunction with relevant departments to guide the education and teaching reform and research of all kinds of education in the county.

(5) to lead and guide party building, propaganda, United front work and group work in county schools; to assist in the inspection and management of leading bodies and leading cadres in county schools; to be responsible for the assessment, management, appointment, removal and ideological education of leading bodies and leading cadres in township central schools.

(6) to plan and guide the educational reform of the whole county, and to establish and improve the educational system and operating mechanism that meet the needs of the socialist market economy.

(7) to guide the ideological and political work, moral education, sports, health and art education and national defense education in schools of all levels and types throughout the county.

(8) to be in charge of the work of teachers in the county within the scope of duties. Work with relevant departments to formulate rules and regulations on labor wages and personnel management in the education system of the county and organize their implementation; to be responsible for planning and guiding the construction of teachers and educational administrative cadres in schools of all levels and types in the county Manage the county’s teacher awards, employment review, job evaluation, teacher qualification, teacher professional ethics education and teacher deployment, labor salary, assessment, teacher retirement, disability assessment, personnel file management; assist the establishment department to manage the establishment of primary and secondary schools.

(9) to coordinate and manage the enrollment, student status and academic qualifications of ordinary and adult colleges and secondary schools and the selection of flight cadets; formulate county-wide primary and secondary school enrollment plans in conjunction with relevant departments, and organize and implement them; centrally manage the employment of ordinary college and secondary school graduates, responsible for organizing and participating in ordinary college and secondary school graduates’ employment supply and demand meeting and two-way selection activities.

(10) to be responsible for guiding and managing the work of work-study programs and audio-visual instruments and equipment in schools of all levels and types in the county.

(11) to administer the work of the county-wide teacher reward fund; to guide the work of education-related societies, associations and other mass organizations.

(12) to be responsible for the statistics, analysis and release of basic education information in the county.

(13) to be responsible for the development, construction and management of information technology education, school access project and campus network in the education system.

(14) to guide and manage the discipline inspection, supervision and internal audit of the education system of the whole county.

(15) centrally manage and guide the educational supervision work of the whole county. To be responsible for the management, reform and promotion of Putonghua throughout the county.

(16) to be responsible for the financial assistance of secondary vocational schools in the county, students from families with financial difficulties in ordinary primary and secondary schools, and college students registered in the county.

(17) to be responsible for the investigation and appraisal of the site safety, safety performance and anti-seismic capacity of primary and secondary schools throughout the county; to be responsible for supervising the operation and management of every construction project in primary and secondary schools in the county in accordance with construction standards and procedures.

(18) to organize and guide the comprehensive management and safety of public security in the education system of the county and all kinds of schools; to be responsible for maintaining the stability of the education system of the county.

(19) to undertake other tasks assigned by the county party committee and the county government.
