大丰市教育局职能介绍

(一)全面贯彻党和国家的教育及体育的方针、政策，落实国家、省、盐城市 有关教育及体育方面的法律法规。

(二)组织拟订全市教育、体育改革与发展规划，协调指导并组织实施全市教育体制、办学体制、人事制度、管理体制等方面的综合改革。

(三)对镇人民政府履行教育、体育工作职责进行督导，组织对各类学校教育教学管理等工作进行督查。

(四)负责全市各类教育、体育事业的宏观指导与协调，负责全市教育、体育基本信息的统计、分析和发布。加快推进义务教育均衡发展和促进教育公平，大力普及高中阶段教育，深化职业教育教学改革，加强幼儿教育和特殊教育，努力办好成人教育，积极引导社会力量办学。进一步规范办学秩序，提高教育质量。负责指导基础教育发展水平、质量的监测工作。

(五)提出市财政预算内教育、体育经费预算方案的建议，加强各类学校国有资产宏观管理。负责本部门教育、体育经费的统筹管理，会同有关部门执行国家、省和盐城市有关教育、体育经费筹措、拨款、收费、基建投资等方面的政策法规，管理市下达的教育、体育经费和上级部门及境外对本市的教育、体育援助及贷款，负责统计全市教育、体育经费投入及使用情况。

(六)全面实施素质教育，指导学校德育、思想政治、教育教学、体育卫生与艺术教育以及国防教育等工作。

(七)主管全市教师(教练)工作，负责实施教师、教练资格制度和队伍建设工作;组织、指导教育系统专业技术职务的推荐评审和聘任工作;配合相关部门做好教育系统机构编制、人事和社会保障、教育培训、人员调配及人才培养、开发、引进、交流工作。负责系统内人员的人事、劳动工资及档案管理。

(八)负责全市学历教育及其考试、考核、招生工作;统筹管理中小学学生学籍，核发初中、高中毕业证书及职教高中阶段学历文凭;指导、管理全市大中专招生、考试和高等教育自学、函授考试工作。

(九)规划、指导全市教育、体育布局、基础设施建设和技术装备工作;后勤管理工作;指导全市发展教育、体育经济，开展勤工俭学活动。

(十)规划、指导全市教育、体育科学研究工作，组织协调教育教学研究活动。

(十一)指导、协调教育系统维护稳定和安全保卫工作。

(十二)负责教育系统下属市直单位的党建工作、党的纪律检查和监察工作、统战工作和精神文明建设工作。指导全市教育系统的统战工作和精神文明建设工作，指导全市教育系统的工会、共青团、妇联等群团组织工作。负责系统内老干部工作。

(十六)统一规划全市运动项目的布局;研究、指导体育运动队伍建设和业余训练工作;协同有关部门制定我市运动员奖励政策、标准;加强运动员队伍的思想政治工作。教师聘任;负责特级教师候选人和国家、省、盐城市优秀教师(教练)、学科带头人、教学能手候选人和“三名工程”人选的推荐以及本市优秀教师(教练)、学科带头人、教学能手评选的组织工作;负责教育系统年度考核、奖惩和工人技术等级培训、考评工作;负责系统内老干部服务等工作，协助关工委开展工作，牵头协调教育协作和对口支援工作。

(5) to put forward suggestions on the budget plan of education and sports funds in the municipal budget, and to strengthen the macro-management of state-owned assets in all kinds of schools.
