对外经济贸易大学法学院

　　对外经济贸易大学法学院是对外经济贸易大学的传统优势学科。1978年，对外经济贸易大学对外贸易系即设立“国际商法教研室“，开始招收国际贸易法硕士生。1984年，对外经济贸易大学成立“国际经济法系”（时称为“七系”）。1996年，成立法学院。历经40年的发展，对外经济贸易大学法学院目前已经成为学科体系设置相对完整、国际法专业特色鲜明、学术和教学水平比肩一流的知名法学院。

　　法学院设有完整的本科、硕士、博士人才培养体系，1985年即成为全国首批获得国际经济法专业博士学位授予权的四所院校之一（其他三所为北京大学、武汉大学、厦门大学）。1997年，学院国际法学获选全国首批“211工程”重点建设学科。2002年，国际法学专业被教育部批准为“国家级重点学科”，为目前对外经济贸易大学仅有的两个国家级重点学科之一。2003年9月，教育部批准法学院设立国际法学博士后流动站。2006年，学院民商法学专业被评为北京市重点学科。2007年，法学院获评教育部“国际化法学人才特色专业建设点”及教育部“全国双语教学示范点”。2009年，法学院获批建设北京市实验教学示范中心——“国际商事仲裁实验教学中心”。2011年，法学院获批法学博士一级学科点。2012年，本院法学一级学科获批北京市重点学科，同时法学院成功入选全国首批卓越法律人才教育培养基地，被批准为“应用型、复合型法律职业人才教育培养基地”和“涉外法律人才教育培养基地”。2012年获批教育部本科教育工程“专业综合改革试点”项目。2017年国际法学科入选贸大“开放经济学科群”双一流建设专业名单。2017年在教育部第四轮学科评估中位列全国前十高校法学院。2018年《经贸法律评论》期刊创办申请获得国家批准。2018年全国首届专业学位评估中贸大法律硕士获评A-，位列全国前十。

　　法学院以培养具有国际视野的高层次法律人才为目标，拥有一支高水平的师资队伍。先贤沈达明教授、冯大同教授创建了在国内外有广泛影响的国家商法特色学科，奠定了法学院发展的必要基础。前院长沈四宝教授曾担任国务院学位委员会第3、4、5届法学学科评议组成员，现任教育部社会科学委员会法学学部委员、中国法学会学术委员会委员、中国法学会国际经济法学研究会会长，2006年被教育部评为国家级教学名师。前院长王军教授曾担任国务院学位委员会第6届法学学科评议组成员、中国法学会国际经济法学研究会副会长、北京市教学名师等。

　　现任院长石静霞教授获美国耶鲁大学法学博士学位和中国武汉大学国际经济法专业博士学位，被遴选为教育部法学专业教学指导委员会成员、罗马国际统一私法协会（UNIDRIOT)理事会成员等，获第七届“全国十大杰出青年法学家”等多项荣誉称号，入选教育部新世纪优秀人才，获全国百篇优秀博士学位论文奖、全国高校人文社科优秀成果奖、钱端升法学研究成果奖、安子介国际贸易研究成果奖等省部级以上奖项十多次。

　　法学院教师的博士化率达到97％以上，并且有相当一部分教师曾在国外名校法学院学习或进修，包括耶鲁大学法学院、哈佛大学法学院、哥伦比亚大学法学院、密西根大学法学院、加州伯克利大学法学院等。近年来，法学院教师科研成果丰硕，成功获得国家社科基金项目30余项，省部级课题近80项。一批中青年学者崭露头角，在法学界发挥着越来越重要的学术引领作用。此外，法学院聘请了一些来自国外著名法学院和律师事务所的知名人士担任我院外教、荣誉或客座教授，如前世界贸易组织上诉机构大法官张月姣教授、现世界贸易组织上诉机构大法官赵宏教授、在世界贸易组织工作十三年的澳大利亚籍MatthewKennedy教授等。

　　四十年来，法学院为社会培养了大批高素质的涉外经贸法律人才，除出国继续深造外，就业主要分布在国内外顶尖律师事务所、国家行政机关、司法机关以及知名外企等行业或单位，多数从事与涉外经贸相关的业务，许多校友成为相关领域的杰出代表。如证监会前副会长、中投前总裁高西庆，商务部条法司前司长WTO专家张玉卿，海关总署副署长王令浚，退役军人事务部副部长、党组成员钱锋，深圳证监局前局焦津洪，中国－东盟博览会秘书长王雷等。

　　法学院始终重视培养学生的创新能力、实践能力和敬业精神，不断拓展实习基地。许多单位通过与法学院的课题合作及设立奖学金等方式，给我们的优秀学生提供各种实习机会。与我们有长期合作的实习单位包括商务部等国家部委、国家开发银行、中航科工集团、华为等大型国企和民企、美迈斯、仲达、普衡、高伟绅、安理、金杜、中伦、金城同达等国内外顶尖律师事务所等。

　　作为全国卓越法律人才计划中的“涉外法律人才教育培养基地”，法学院根据“优中择优”理念，大力推进本科实验班建设，曾于2008年至2014年连续开办了7届“国际化人才培养实验班”。自2015年起则加大培养力度，面向本科新生开设“法律+英语”卓越人才实验班，定向培养高端涉外经贸法律人才。该实验班强化英文专业能力，强调中西法学知识的融合、跨文化专业交流能力的培养，注重国际化视野和法律职业实践，培养成效非常显著。迄今为止，毕业学员的就业率达100%，其中相当部分学生保送北大等国内名校攻读硕士，或被哈佛、牛津等美欧顶级院校录取后赴外深造。在读学员表现优异，成为我院参与国内外国际模庭竞赛的骨干力量。

　　法学院重视培养并资助学生参加各类国际性模拟比赛，而且频获国际大奖。例如，如2017年3-4月，贸大在第14届“VisEast国际商事模拟仲裁庭辩论赛”中首次进入全球32强；之后在第10届“普莱斯传媒法国际模拟法庭竞赛”中首度挺进全球16强；2017年12月，在第5届“FDI国际投资模拟仲裁庭竞赛”中荣获亚太第三、全球第四，创中国高校参赛史上最佳成绩；2018年3月，在“ELSA-WTO模拟法庭竞赛”中首度位列东亚四强，成功晋级日内瓦全球总决赛。

　　法学院历来重视国际化工作，特别是教师的国际学术交流和学生的海外学习经历。长期以来，法学院同美国哥伦比亚大学、杜克大学、乔治城大学、威斯康星大学、康涅狄格大学、劳约拉大学、西东大学法学院等保持稳定的交流关系。我们还与意大利、西班牙、以色列等国家的大学和科研院所保持密切的互访关系，互派学生交流学习。法学院近年来还资助多名学生赴世界贸易组织农业司、美国密歇根州法院、海因希里•伯尔基金会柬埔寨办公室、香港BIP公司等海外单位进行实习。法学院重视留学生教育，培养了一批海外留学生，并设立了留学生全英文硕士和博士项目。

The School of Law of the University of International Business and Economics is a traditional dominant discipline of the University of International Business and Economics. In 1978, the Department of Foreign Trade of the University of International Business and Economics set up the Teaching and Research Section of International Commercial Law and began to enroll students with master’s degrees in international trade law. In 1984, the University of International Business and Economics established the Department of International Economic Law (sometimes known as the “Seven departments”). In 1996, the Law School was established. After 40 years of development, the Law School of the University of International Business and Economics has become a well-known law school with relatively complete discipline system, distinctive characteristics of international law and first-class academic and teaching level.

The Law School has a complete undergraduate, master’s and doctoral training system, and in 1985 it became one of the first four universities in the country to grant doctorates in international economic law (the other three are Peking University, Wuhan University and Xiamen University). In 1997, the College of International Law was selected as the first batch of key construction disciplines of “211 Project” in China. In 2002, the major of international law was approved as a “national key discipline” by the Ministry of Education, which is one of the only two national key disciplines in the University of International Business and Economics. In September 2003, the Ministry of Education approved the establishment of a postdoctoral station in international law. In 2006, the civil and commercial law major of the college was rated as a key discipline in Beijing. In 2007, the Law School was awarded the Ministry of Education’s “characteristic Specialty Construction Point for International legal talents” and the Ministry of Education’s “National Bilingual Teaching demonstration site”. In 2009, the Law School was approved to build Beijing Experimental Teaching demonstration Center– “International Commercial Arbitration Experimental Teaching Center”. In 2011, the Law School was approved as a first-level discipline point for the Doctor of Law. In 2012, our first-tier discipline of law was approved as a key discipline in Beijing, and at the same time, the Law School was successfully selected into the country’s first batch of education and training bases for outstanding legal talents. it has been approved as “applied and compound legal professional education and training base” and “foreign-related legal talent education and training base”. In 2012, it was approved by the Ministry of Education “Professional Comprehensive Reform pilot Project” of the Ministry of Education. In 2017, the discipline of international law was selected into the list of double first-class construction majors in the “Open Economics discipline Group” of HKITU. In 2017, the Ministry of Education ranked among the top 10 university law schools in the fourth round of discipline assessment of the Ministry of Education. The application for the establishment of the journal “Economic and Trade Law Review” in 2018 was approved by the state. In 2018, the first national professional degree evaluation, the Master of Law of China University of Trade was awarded Amure, ranking among the top 10 in the country.

The law school aims to train high-level legal talents with international vision and has a high-level team of teachers. The sages Professor Shen Daming and Professor Feng Datong established the characteristic discipline of national commercial law which has extensive influence at home and abroad, which laid the necessary foundation for the development of law school. Professor Shen Sibao, former president, was a member of the 3rd, 4th and 5th Law discipline Review Group of the academic degree Committee of the State Council. He is currently a member of the Law Department of the Social Science Committee of the Ministry of Education, a member of the academic Committee of the China Law Society, and the Research Director of International Economic Law of the China Law Society. in 2006, he was rated as a national famous teacher by the Ministry of Education. Professor Wang Jun, former president, served as a member of the 6th Law discipline Review Group of the academic degree Committee of the State Council, vice president of the International Economic Law Research Society of China Law Society, and a famous teacher in Beijing.

Professor Shi Jingxia, the current dean, received a doctorate in law from Yale University in the United States and a doctorate in international economic law from Wuhan University in China. She was selected as a member of the Law Teaching steering Committee of the Ministry of Education and a member of the Council of Rome Association for the Unification of Private Law (UNIDRIOT). She was awarded many honorary titles such as the Seventh National Top Ten Outstanding Young jurists, and was selected as the outstanding talents of the Ministry of Education in the new century. He has won more than ten provincial and ministerial awards, such as 100 National excellent doctoral dissertations, National Humanities and Social Sciences Outstanding Achievement Award, Qian Duansheng Law Research Achievement Award, Ann Zijie International Trade Research Achievement Award, and so on.

The doctoral rate of law school teachers has reached more than 97%, and a considerable number of teachers have studied or studied in famous foreign law schools, including Yale Law School, Harvard Law School, Columbia University Law School, University of Michigan Law School, California Berkeley Law School, and so on. In recent years, law school teachers have made fruitful achievements in scientific research, successfully winning more than 30 national social science funding projects and nearly 80 provincial and ministerial projects. A group of young and middle-aged scholars have come to the fore and are playing a more and more important academic leading role in the field of law. In addition, the Law School has hired some famous foreign law schools and law firms as foreign teachers, honorary or visiting professors, such as Professor Zhang Yuejiao, former Justice of the Appellate body of the World Trade Organization, Professor Zhao Hong, now the Justice of the Appellate body of the World Trade Organization, and Professor MatthewKennedy of Australia, who has worked in the World Trade Organization for 13 years.

Over the past 40 years, law schools have trained a large number of high-quality foreign-related economic and trade legal talents for the society. In addition to continuing their studies abroad, employment is mainly distributed in top law firms at home and abroad, state administrative organs, judicial organs, well-known foreign enterprises and other industries or units. Most of them are engaged in foreign-related economic and trade-related business, and many alumni have become outstanding representatives in related fields. Such as Gao Xiqing, former vice president of the CSRC and former president of CIC; Zhang Yuqing, a WTO expert from the Treaty and Law Department of the Ministry of Commerce; Wang Lingjun, deputy director of the General Administration of Customs; Qian Feng, vice minister of ex-servicemen Affairs and member of the party group; Jiao Jinhong, former bureau of Shenzhen Securities Supervision Bureau; and Wang Lei, secretary general of the China-ASEAN Expo.

The law school has always attached importance to the cultivation of students’ innovative ability, practical ability and professionalism, and constantly expand the internship base. Many units provide a variety of internship opportunities for our outstanding students by cooperating with law school projects and setting up scholarships. The internship units that have long-term cooperation with us include the Ministry of Commerce and other state ministries, China Development Bank, China Aviation Science and Industry Group, Huawei and other large state-owned and private enterprises, Meimix, Zhongda, Puheng, Gao Wei gentry, Anli, Jindu, Zhonglun, Jincheng Tongda and other top law firms at home and abroad.

As the “education and training base for foreign-related legal talents” in the national program of outstanding legal talents, the law school has vigorously promoted the construction of undergraduate experimental classes according to the concept of “choosing the best among the best”. It has successively opened seven “international talent training experimental classes” from 2008 to 2014. Since 2015, it has stepped up its training efforts and set up an excellent talent experimental class of “Law + English” for undergraduate students to train high-end foreign-related economic and trade legal talents. The experimental class strengthens the English professional ability, emphasizes the integration of Chinese and Western legal knowledge, the cultivation of cross-cultural professional communication ability, pays attention to the international vision and legal professional practice, the training effect is very remarkable. So far, the employment rate of graduates has reached 100%, and a considerable number of them have been admitted to top universities in the United States and Europe, such as Harvard and Oxford, to pursue further studies. The students have performed well and have become the backbone of our college’s participation in international model court competitions at home and abroad.

The Law School attaches importance to training and funding students to participate in various international simulation competitions and frequently wins international awards. For example, from March to April 2017, HKITU first entered the top 32 in the 14th VisEast International Commercial moot Court debate Competition; then entered the Global Top 16 for the first time in the 10th Price Media Law International moot Court Competition; in December 2017, it won the third in Asia-Pacific and the fourth in the world in the 5th FDI International Investment moot Court Competition, setting the best results in the history of Chinese universities. In March 2018, he ranked among the top four in East Asia for the first time in the “ELSA-WTO moot Court Competition” and successfully qualified for the global finals in Geneva.

Law schools have always attached importance to international work, especially teachers’ international academic exchanges and students’ overseas learning experience. For a long time, the law school has maintained a stable communication relationship with Columbia University, Duke University, Georgetown University, the University of Wisconsin, the University of Connecticut, Loyola University, West East University Law School and so on. We have also maintained close exchange of visits with universities and scientific research institutes in Italy, Spain, Israel and other countries, and sent students to exchange studies. In recent years, the Law School has also supported a number of students to carry out internships in overseas units such as the Agriculture Department of the World Trade Organization, the Court of Michigan in the United States, the Cambodia office of the Heinrich Ribble Foundation, and the Hong Kong BIP Company. The Law School attaches importance to the education of foreign students, has trained a number of overseas students, and has set up all-English master’s and doctoral programs for foreign students.
