中国儿童中心

　　北京官园，一个历史悠久，文化厚重的地方。在这里，掩映着一座充满神奇魅力的建筑群，别样的风格、斑斓的色彩，无不透视出她的独特韵味，这里就是孩子们的幸福乐园——中国儿童中心。

　　中国儿童中心隶属于中华全国妇女联合会，地理位置优越，园内环境优雅，占地8.3万平方米，建筑面积4万多平方米，园内有功能齐全的儿童活动设施，在南戴河黄金海岸设有夏令营基地。她是集科学研究、兴趣培养、教育活动、公共服务于一体的国家级校外教育机构，是我国儿童工作对外交流与合作的窗口。

　　她，还是全国少年儿童科普教育基地、全国校外教育工作者的交流平台和先进教育理念的实践基地，通过几十年的艰苦努力，中国儿童中心已经成为全国校外教育机构一支绚丽夺目的奇葩。

　　(一)

　　1982年，中国大地处处洋溢着改革开放的浓浓气息。 2月26日，一个春天的故事，一个令全国亿万少年儿童无比激动的日子，这一天，党中央、国务院决定，把官园作为礼物赠送给全国的少年儿童。时任国家体委主任荣高棠同志受命担任筹委会主任委员，具体负责筹建中国儿童少年活动中心。

　　在团中央、教育部、文化部、全国总工会等中央国家机关和北京市政府以及社会各界的大力支持下，同年8月5日，中国儿童少年活动中心落成并正式对外开放。一年后，中国儿童发展中心也在这座院落里成立，担负起指导全国少年儿童健康发展的重任。

　　1993年，我国改革开放进入新时期，为适应形势需要，中国儿童少年活动中心和中国儿童发展中心合并，组成了中国儿童中心。

　　中心自成立以来，得到了老一辈革命家胡耀邦、杨尚昆、李先念、邓颖超、乌兰夫、王震、薄一波、习仲勋等同志的高度重视和亲切关怀，许多领导多次来中心参加少年儿童活动。改革开放的总设计师邓小平同志，还亲笔题写了园名。江泽民、李鹏、彭真等党和国家领导人先后为中心题词。全国妇联领导康克清、陈慕华、彭珮云、顾秀莲、陈至立等都非常关心中心的建设和发展，多次来中心指导工作。社会各界也给予了大力帮助，使这颗幼苗迅速茁壮成长。

　　开展儿童理论科学研究，是中国儿童中心担负的重要职责和特有的优势。中心始终坚持科研为先导,开展多领域、跨学科的儿童发展应用性研究与推广，以新理念、新模式推动校外教育的发展。中心与联合国儿童基金会合作，陆续建立了上海、新疆、山东、广东、黑龙江、云南、内蒙、河北8个科学育儿基地，指导全国各地开展科学育儿工作。1987年，中心开展了《全国十省市农村7岁以下儿童体格发育调查》，制定了我国农村儿童生长发育标准，这一成果荣获“国家科技成果二等奖”。2003年以后，又相继开展了《中国九城市流动儿童调查》等一系列重大课题研究，为国家制定儿童发展战略及相关政策，提供了重要的决策依据。

　　培养合格的革命接班人，是中国儿童中心神圣的使命。长期以来，中心根据少年儿童的特点，精心策划开展了一系列主题鲜明、形式活泼的活动。1988年，中心联合教育部基础教育司、团中央少年部、全国妇联儿童部在全国校外系统共同发起了“心中有祖国、心中有他人”主题教育活动。“双有”活动因其规模大、范围广、影响深、效果好，成为引领我国校外主题教育活动的一面旗帜。2002年，在中宣部、全国妇联、团中央、教育部等部委的指导和支持下，中心发起了《中国小公民道德建设计划》，在全国少年儿童中开展“我做合格小公民”主题教育活动。这一活动紧贴时代脉搏，引起了强烈的社会反响，江泽民总书记为此欣然题词“加强小公民道德建设，促进儿童的健康成长”。2008年，为贯彻党中央关于生态文明建设方针，及时提出了实施《全国少年儿童生态道德项目》，每年吸引20多个省市近百万少年儿童参加实践活动，成为一项具有广泛影响力的公益活动。

　　中心组织开展了孩子们喜爱的各种兴趣小组活动，以活动为载体，以促进儿童健康人格发展为目标，形成以体验、探究和社会实践为特色的多元化兴趣培养新模式。孩子们在这里尽情的放飞着自己的梦想，享受着童年的无限快乐。目前中心共有科技、艺术、书画、体育、英语、国学等80多个种类900余个兴趣小组，每年培训学员近 3万人次，为社会培养了大量优秀人才。

　　中国儿童中心自成立的那天起，就确立了对外开放的宗旨。1982年8月6日，中心开放的第二天就迎来了首批国际友人—来自利比里亚的青年代表团;1985年，时任美国副总统布什的夫人芭芭拉·布什也来到这里。上世纪九十年代初，中心积极配合党和国家对台工作大局，与台湾企划人协会联合开展了海峡两岸和平小天使交流互访活动,开启了两岸儿童和平交流的大门，对于促进民族团结统一具有开创性的意义。

　　迄今为止，中国儿童中心出访了五十多个国家和地区，接待了数以万计的国际友人。作为中心的友好使者，中国儿童艺术团先后赴美国、日本、德国、俄罗斯等二十几个国家和地区交流演出，向世界各国展示了我国少年儿童良好的精神风貌。

　　中心适应家长和社会的需求，大力推进学前教育和家庭教育。中心实验幼儿园以应用研究、实验创新为鲜明特色，被评为北京市一级一类幼儿园，2012年获得“全国青年文明号”殊荣。2011年，成立了全国家庭教育研究指导中心，建立健全家庭教育的支持和服务体系，在家庭教育领域发挥着引领和辐射作用。

　　为孩子们提供丰富的精神食粮，是中心的又一特色工作。编辑出版的《父母世界》、《学与玩》、《中国校外教育》、《中华家教》杂志及建立的中国儿童网，已成为我国较有影响的儿童媒体方阵。

　　2000年，国家儿童营养品质量监督检验中心成立，这是全国唯一的国家级儿童营养品质量监督检验中心，为指导少年儿童建立科学健康的生活方式，保证儿童食品安全，发挥了重要作用。

　　文化是一个国家和民族生生不息的灵魂和根基，也是一个单位不断前进发展的动力源泉。几十年来，中心秉承的“一切为了孩子，为了一切孩子”的宗旨，以及把社会效益放在第一位的信念始终没有动摇过。

　　中心十分重视加强党的建设，积极推进人才队伍建设，坚持以人为本，凝聚一切智慧和力量谋发展、干事业，取得了许多荣誉和成绩。2011年、2012年，中心党委连续两年被全国妇联评为先进党组织。2012年中心荣获“首都文明单位”称号。

　　中心领导重民生，促和谐，关心老同志;广大职工服从大局，爱岗敬业，团结协作，进取奉献，“中心精神”已经形成。

　　今天，这个生机勃发、熠熠生辉的儿童乐园，面对新的挑战和机遇，他们以时不我待的精神，站在新的历史起点上,以科学发展观为指导，坚持公益方向，坚持儿童至上，坚持改革创新，为服务少年儿童、促进我国儿童事业发展，迈出新的步伐，走向新的辉煌!

Beijing Guanyuan is a place with a long history and rich culture. Here, there is a magical complex of buildings with different styles and beautiful colors, all showing her unique charm. This is the children’s happy paradise & mdash;— China Children’s Center.

The China Children’s Center, which belongs to the all-China Women’s Federation, has a superior geographical location and an elegant environment in the park, covering an area of 83000 square meters and a construction area of more than 40, 000 square meters. There are fully functional facilities for children in the park. There is a summer camp base on the gold coast of Nandaihe. It is a national out-of-school educational institution integrating scientific research, interest cultivation, educational activities and public services, and a window for foreign exchanges and cooperation in China’s children’s work.

She is also the national popular science education base for children, a national exchange platform for out-of-school educators and a practice base for advanced educational ideas. Through decades of painstaking efforts, the China Children’s Center has become a dazzling and wonderful work of out-of-school educational institutions across the country.

In 1982, the land of China was permeated with the strong flavor of reform and opening up. On February 26, a spring story, a day that excited hundreds of millions of children across the country, the CPC Central Committee and the State Council decided to give the official garden as a gift to children all over the country. Comrade Rong Gaotang, then minister of the State Sports Commission, was appointed as chairman of the Preparatory Committee, specifically responsible for preparing for the establishment of the China Children and Youth activity Center.

With the strong support of the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Culture, the all-China Federation of Trade unions and other central state organs, the Beijing Municipal Government and all sectors of society, on August 5 of the same year, the China Children and Youth activity Center was completed and officially opened to the public. A year later, the China Child Development Center was also established in this courtyard, shouldering the important task of guiding the healthy development of children across the country.

In 1993, China’s reform and opening up entered a new period. In order to meet the needs of the situation, the China Children’s activity Center and the China Child Development Center were merged to form the China Children Center.

Since its establishment, the center has received great attention and cordial care from the older generation of revolutionaries Hu Yaobang, Yang Shangkun, Li Xiannian, Deng Yingchao, Wulanfu, Wang Zhen, Bo Yibo, Xi Zhongxun and other comrades. Many leaders have come to the center many times to participate in children’s activities. Comrade Deng Xiaoping, the chief architect of reform and opening up, also wrote the name of the garden himself. Jiang Zemin, Li Peng, Peng Zhen and other party and state leaders wrote inscriptions for the center one after another. Leaders of the all-China Women’s Federation, such as Kang Keqing, Chen Muhua, Peng Xiuyun, Gu Xiulian, and Chen Zhili, are very concerned about the construction and development of the center and have come to the center for guidance many times. People from all walks of life have also given great help to make this seedling thrive rapidly.

To carry out theoretical and scientific research on children is an important responsibility and unique advantage of the Chinese Children’s Center. The center always adheres to scientific research as the guide, carries out multi-field and interdisciplinary applied research and promotion of children’s development, and promotes the development of out-of-school education with new ideas and new models. In cooperation with the United Nations Children’s Fund, the center has successively established eight scientific child-rearing bases in Shanghai, Xinjiang, Shandong, Guangdong, Heilongjiang, Yunnan, Inner Mongolia and Hebei to guide scientific child-rearing work throughout the country. In 1987, the center carried out the “physical Development Survey of Rural Children under 7 years of Age in Ten provinces and cities of China” and formulated the standard for the growth and development of rural children in China. This achievement won the second prize of ldquo; National Scientific and technological achievements & rdquo;. Since 2003, a series of major research topics such as the Survey of migrant Children in Nine cities in China have been carried out one after another, which provides an important decision-making basis for the formulation of children’s development strategies and related policies.

It is the sacred mission of China Children’s Center to train qualified revolutionary successors. For a long time, the center has carefully planned and carried out a series of activities with distinct themes and lively forms according to the characteristics of children. In 1988, the center, together with the basic Education Department of the Ministry of Education, the Youth League Central Committee and the Children’s Department of the all-China Women’s Federation, jointly launched the ldquo; education campaign with the theme of “motherland in mind and others in heart” & rdquo;. Because of its large scale, wide scope, deep influence and good effect, & ldquo; Shuangyou & rdquo; activity has become a banner of leading out-of-school theme education activities in our country. In 2002, under the guidance and support of the propaganda Department of the Central Committee of the Communist Party of China, the all-China Women’s Federation, the Central Committee of the Communist Youth League and the Ministry of Education, the Center launched the “Chinese Little Citizen moral Construction Program” to carry out the theme education campaign of “ldquo; I am a qualified Little Citizen & rdquo;” among children all over the country. This activity closely followed the pulse of the times and aroused strong social repercussions. General Secretary Jiang Zemin gladly wrote an inscription for this: ldquo; strengthens the moral construction of young citizens and promotes the healthy growth of children & rdquo;. In 2008, in order to implement the policy of the CPC Central Committee on the construction of ecological civilization, the National Children’s Ecological Ethics Project was put forward in time, attracting nearly one million children from more than 20 provinces and cities to participate in practical activities every year. it has become a public welfare activity with extensive influence.

The center organizes a variety of interest group activities that children like, taking the activities as the carrier, promoting the development of children’s healthy personality as the goal, and forming a new model of diversified interest training characterized by experience, inquiry and social practice. The children are flying their dreams and enjoying the infinite happiness of childhood here. At present, the center has more than 900 interest groups in more than 80 categories, such as science and technology, art, calligraphy and painting, sports, English, Sinology, etc., and trains nearly 30,000 trainees every year, training a large number of outstanding talents for the society.

Since its establishment, the China Children’s Center has established the purpose of opening to the outside world. On August 6, 1982, the center welcomed the first international friends-mdash; youth delegation from Liberia; in 1985, Barbara & middot; Bush, wife of then US Vice President Bush, also came here. In the early 1990s, the center actively cooperated with the overall situation of the party and the state’s work on Taiwan and jointly carried out exchanges and visits of peaceful cherubs on both sides of the strait with the Taiwan planners Association, which opened the door for peaceful exchanges between children on both sides of the strait. It is of pioneering significance in promoting national unity and reunification.

So far, the China Children’s Center has visited more than 50 countries and regions and received tens of thousands of international friends. As a friendly emissary of the center, the China Children’s Art Troupe has successively performed in more than 20 countries and regions, including the United States, Japan, Germany, and Russia, showing the good spiritual outlook of our children to all countries in the world.

The center adapts to the needs of parents and society and vigorously promotes preschool and family education. Featuring applied research and experimental innovation, the central experimental kindergarten was awarded the first-class kindergarten in Beijing and won the honor of ldquo; National Youth Civilization & rdquo; in 2012. In 2011, the National Family Education Research and guidance Center was established to establish and improve the support and service system of family education, playing a leading and radiating role in the field of family education.

Providing rich spiritual food for children is another feature of the center’s work. The edited and published “parents’ World”, “Learning and play”, “Chinese out-of-School Education”, “Chinese Family Education” magazine and the established China Children’s Network have become more influential children’s media in China.

In 2000, the National Children’s Nutrition quality Supervision and Inspection Center was established, which is the only national children’s nutrition quality supervision and inspection center in the country. It plays an important role in guiding children to establish a scientific and healthy lifestyle and ensuring children’s food safety.

Culture is not only the soul and foundation of a country and nation, but also the power source for the continuous development of a unit. For decades, the center adheres to the tenet of ldquo; for all children and all children & rdquo;, and the belief that social benefits should be put first.

The center attaches great importance to strengthening party building, actively promotes the building of a contingent of talents, adheres to people-oriented, gathers all wisdom and strength to seek development and cause, and has made many honors and achievements. In 2011 and 2012, the Central Party Committee was rated as an advanced party organization by the all-China Women’s Federation for two consecutive years. In 2012, the center won the title of ldquo; Capital Civilization Unit & rdquo;.

The leaders of the center attach importance to people’s livelihood, promote harmony and care for veteran comrades; the broad masses of workers are subordinate to the overall situation, love their posts and dedication, unity and cooperation, enterprising and dedication, & ldquo; central spirit & rdquo; has been formed.
