中国石油大学是教育部直属全国重点大学,被誉为“石油科技人才的摇篮”。学校1955年开办夜大学教育,1956年开办函授教育;1981年由联合国开发计划署援助、石油工业部投资,在学校建立了“石油工业部钻井技术培训中心”,1983年扩展为“石油工业部勘探开发培训中心”,开启了中国石油工业继续教育的新征程;1993年,经中国石油天然气总公司人教局批准,成立石油大学成人教育学院;1999年成立高等职业教育技术学院,开展高等职业教育;2000年成立网络教育学院,2001年1月经教育部批准开展现代远程教育;2002年开展国际合作教育;2006年6月成人教育学院、网络教育学院合并为远程与继续教育学院;2007年6月组建培训学院,高等职业技术学院更名为应用技术学院,同时成立中国石油大学教育发展中心,归口管理远程与继续教育学院、培训学院和应用技术学院;2009年4月成立校级科研机构——现代远程教育研究所;2013年4月进一步整合校内资源,中心下设远程教育学院、继续教育学院,建立了远程教育学院、继续教育学院和现代远程教育研究所“两院一所”的管理体制,形成了成人学历教育、继续教育、职业教育、国际合作教育协调发展的办学格局。

中国石油大学(华东)远程教育和继续教育在50多年改革发展中,积极为石油石化行业及地方经济社会发展服务,在全国试点高校率先提出并实践用网络教育改造函授教育,实现网络教育与函授教育的整合与统一;建立了覆盖全国石油石化企业、“天、地、人”三网合一的远程教育系统;构建了以学生为中心的个性化、多元化的学生支持服务体系;继续教育实现了合作模式由短期项目向长效战略合作的转变,培训方式由适应企业需求向引导企业需求的转变,培训手段由单一面授向数字化学习的转变,合作方式由单一向多元共赢的转变。创建了学校内部控制与企业监督相结合的质量监控和保障体系,形成了满足石油行业发展需要的人才培养新模式,实现了跨越式创新发展。2009年,由中心主持完成的教改项目《面向石油行业的远程与继续教育人才培养模式创新实践与研究》荣获第六届高等教育国家级教学成果二等奖。2011年,获批教育部“高等学校继续教育示范基地”,远程教育与继续教育办学模式和办学成果彰显引领和示范作用。

行业特色

远程教育立足行业特色,自建110多个校外学习中心,形成了几乎覆盖大陆所有省区和全国主要石油石化企业的办学网络,开设专业以石油工程、资源勘查工程、油气储运工程、化学工程与工艺等石油主干专业为主,兼顾社会通用专业,目前,成人学历教育在籍生7万余人,累计为社会培养了14多万名优秀毕业生。资源建设坚持精品战略,形成了以项目化管理、整合式研发、一体化建设、标准化制作为核心内容的课程资源研发模式,建成了8门网络教育国家精品课程、2个成人高等教育省级品牌专业和14门山东省成人高等教育特色课程,开发了400余门优质课程资源和100多部专用教材。学校远程教育以规范的管理和特色鲜明的人才培养模式走在了全国试点高校前列,已成为全国远程教育的知名品牌。

办学思路

继续教育坚持“立足石油石化企业,面向社会服务,以质量求生存,以创新求发展”的办学思路,主动服务国家能源发展战略,立足国内三大石油公司,面向海外油气合作区,积极拓展办学领域,创新办学模式,形成了“一体两翼”的管理模式,实现了东营、青岛、北京三地资源、信息、技术的共享和优势互补,推进了培训市场的立体式开发和培训资源的有效利用。大力开展高层次复合型人才培养、专业技术专题培训、岗位适应性培训、国际化人才培训、涉外培训、管理类培训、资格认证等各类培训。积极发展海外培训,年培训300多人次,涉及10多个国家,建成“中亚培训中心”,正在规划建设南美、北非、中东、亚太等培训中心,基本覆盖我国石油企业主要海外作业区。大力发展远程培训,建设中国能源教育网,积极构建面向能源行业的继续教育公共服务平台,建立了脱产培训与在线培训相结合的继续教育新模式。与东营经济技术开发区共建“黄河三角洲高级人才培训中心”,采取政府主导、企业参与、学校实施的管理模式和运行机制。继续教育每年举办各类培训班100多期,年培训5600多人次,累计为石油石化企业和地方培训管理干部和技术人员10万多人次,成为石油石化行业重要的继续教育基地。今后一段时间,学校将在培训理念、培训标准、培训证书、培训对象、培训师资、培训内容、培训基地和培训团队八个方面实现国际化,着力打造继续教育国际化品牌。

职业教育立足学校特色,不断创新办学模式,拓展合作办学渠道,积极开展职前和职后校企合作教育,主要包括培训与学历提升教育相结合,复合型人才培养、紧缺应用型人才培养等模式;充分利用国内外优质教育资源,实现在职教育与职前教育并举,积极为黄河三角洲开发和蓝色经济圈建设服务,已培养各类紧缺应用型技术人才1万余人。

国际合作教育顺应我国能源战略对国际化人才的强烈需求,从2002年开始与俄罗斯、阿塞拜疆、英国、澳大利亚等国家的几十所高校、培训机构建立合作关系,开展本科生、研究生校级联合培养及工程师培训等,形成了特色鲜明的以石油相关专业为主,英语、俄语两大语种合作高校群和国内学习与国外学习相结合的国际化人才培养模式。独特的办学模式造就了大批专业知识扎实、语言功底深厚、国际视野广阔的国际化人才,深受用人单位欢迎。

Industry characteristics

Based on the characteristics of the industry, distance education has built more than 110 off-campus learning centers, forming a school-running network covering almost all provinces and regions in the mainland and major petroleum and petrochemical enterprises in the country. the major majors are petroleum engineering, resource exploration engineering, oil and gas storage and transportation engineering, chemical engineering and technology, taking into account the general majors of the society. at present, adult diploma education is born to more than 70,000 people. It has trained more than 140,000 outstanding graduates for the society. Continuing education holds more than 100 training courses every year, trains more than 5600 people a year, and trains more than 100000 management cadres and technical personnel for petroleum and petrochemical enterprises and localities, making it an important continuing education base for the petroleum and petrochemical industry.
