黄石市教育的主要职责

(一)贯彻执行党和国家关于教育工作的各项方针、政策、法律、法规;起草有关教育的地方规范性文件。

(二)编制全市教育事业发展规划并组织实施，统筹规划、指导协调全市教育、教学体制改革。

(三)统筹管理本部门教育经费;协同市财政局编制全市教育系统经费预决算，参与拟定筹措教育经费、教育拨款、教育基建投资的办法和方案;监督全市教育经费的筹措和使用情况;按有关规定管理对我市的教育援助、教育贷款。

(四)管理全市中等及其以下学校的教育教学活动;指导中等及中等以下各类学校的教育教学改革;组织对普及九年义务教育的督导评估与复查;开展对中等及中等以下学校和其他教育机构的督导评估和检查验收工作;统筹和指导全市特殊教育工作。

(五)统筹协调管理市属高等学校教育、成人教育、社会力量举办的高等教育工作;指导该类教育教学改革及评估工作。

(六)规划指导各中小学校的思想政治教育工作、德育工作、体育卫生与艺术教育及国防教育工作。

(七)主管全市教师工作。组织实施中等及其以下学校教师资格证书制度;统筹规划学校教师和管理人员的队伍建设;承担中小学教师继续教育工作;做好教师专业技术职务评审工作。

(八)会同上级招生部门管理全市学生的普通高校、成人高校、中等职业技术学校的招生考试工作;负责指导全市自学考试工作;归口管理高校毕业生就业制度改革，配合有关部门制订高校、中专毕业生就业有关办法，负责师范类大专以上毕业生就业指导工作。

(九)做好全市各级各类学校的设置、合并、撤销的审核或申报指导工作;负责全市社会力量办学管理工作。

(十)归口管理全市教育系统对外交流与对外宣传工作。负责全市出国留学人员、来华留学人员和外国文教专家、教师的有关管理工作，负责全市有关教育方面的出国(出境)人员的审查和申报以及同国外和港澳台地区的教育交流工作。

The main responsibilities of Education in Huangshi City

(1) to implement the principles, policies, laws and regulations of the Party and the state on educational work, and draft local normative documents on education.

(2) to formulate a city-wide plan for the development of education and organize its implementation, and to make overall planning, guide and coordinate the reform of the city’s education and teaching system.

(3) to manage the educational funds of its own department as a whole; to coordinate with the Municipal Bureau of Finance in compiling the budget and final accounts of the funds of the whole city’s education system, and to participate in the formulation of methods and plans for raising educational funds, allocation of educational funds and investment in educational infrastructure; supervise the raising and use of educational funds in the whole city; manage educational assistance and educational loans to our city in accordance with relevant regulations.

(4) to administer the educational and teaching activities of the city’s secondary schools and below; to guide the education and teaching reform of various types of schools below the secondary level; to organize the supervision, evaluation and review of the popularization of nine-year compulsory education; to carry out the supervision, evaluation, inspection and acceptance of secondary and sub-secondary schools and other educational institutions; to coordinate and guide the special education work of the whole city.

(5) to make overall plans and coordinate the management of higher education in municipal institutions of higher learning, adult education and higher education organized by social forces, and to guide the reform and evaluation of such education and teaching.

(6) to plan and guide the work of ideological and political education, moral education, physical health and art education and national defense education in primary and secondary schools.

(7) to be in charge of the work of teachers in the whole city. Organize and implement the qualification certificate system for teachers in secondary schools and below; make overall plans for the team building of school teachers and managers; undertake continuing education for primary and secondary school teachers; and do a good job in the evaluation of teachers’ professional and technical positions.

(8) to administer the enrollment and examination work of ordinary colleges and universities, adult colleges and secondary vocational and technical schools of students in the whole city in conjunction with the enrollment departments at higher levels; to be responsible for guiding the self-study examination work of the whole city; to centrally manage the reform of the employment system for college graduates, to cooperate with the relevant departments to formulate relevant measures for the employment of graduates of colleges and technical secondary schools, and to be responsible for the employment guidance of normal college graduates or above.

(9) to do a good job in the examination, examination, declaration and guidance of the establishment, merger and cancellation of all kinds of schools at all levels in the city; to be responsible for the management of social forces in running schools in the city.

(10) to administer the external communication and publicity work of the education system of the whole city. To be responsible for the management of the city’s overseas students, foreign cultural and educational experts and teachers, and to be responsible for the examination and declaration of the city’s education-related personnel as well as educational exchanges with foreign countries and Hong Kong, Macao and Taiwan.
