长春工程学院是2000年由三所具有50年办学历史的全国示范性高等工程专科重点建设学校—长春建筑高等专科学校、长春工业高等专科学校、长春水利电力高等专科学校合并组建的一所以工为主,工、管、文、理、艺术等学科协调发展的多科性普通本科大学,隶属于吉林省人民政府。

一、历史沿革

学校的办学历史可追溯至新中国建立初期。早在1951年9月到1953年7月,为在短时期迅速恢复和建立国家基础工业体系,经东北人民政府、中央人民政府燃料工业部筹划和批准,分别成立了长春土木建筑高级职业学校、长春测量地质技术学校和长春水力发电工程学校。

上世纪80年代中期以前,三所学校均几经易名,隶属关系和办学层次多次变更,主要归属原冶金工业部和水利电力部管理,为冶金建筑、冶金地质和水利水电行业培养一线专门技术人才。

1984年到1985年,经教育部批准,三所学校分别升格为长春建筑专科学校、长春冶金地质专科学校和东北水利水电专科学校。在此后十余年的办学历程中,三所学校在教育教学改革中为推动我国高等工程专科教育发展,积累和提供了许多宝贵经验,有4项教学改革成果获国家级教学成果二等奖,教务处曾两次被教育部评选为“全国普通高校优秀教务处”;1997年,三校均被教育部遴选确定为全国示范性高等工程专科重点建设学校,在当时全国高等专科教育改革和建设中发挥了带头和示范作用。

1996年开始,三所学校陆续招收并培养建筑工程等16个专业本科生。

2000年3月,教育部正式批准长春建筑高等专科学校、长春工业高等专科学校、长春水利电力高等专科学校合并组建长春工程学院。合校以来,学校办学规模得到扩大,教育事业快速发展,办学水平不断提高,综合实力明显增强,建成了以建筑、地质、水利、电力、机械、电气工程等工科专业为主,工学、管理学、文学、理学和艺术等学科门类交叉共存的人才培养结构和具有应用型教育特色的教学型大学,凝练形成了“以应用能力和工程素质为主线,努力培养面向基础工业基层一线的应用型高级专门人才”的人才培养特色。学校曾多次被吉林省政府、长春市政府授予“模范单位”、“文明单位标兵”等称号,学校党委被长春市委授予“先进党委”称号。

2007年2月,经中国人民解放军总政治部和教育部批准,学校成为全国具有国防生招生资格的七十所大学之一。

2011年9月,学校被教育部正式批准为实施“卓越工程师教育培养计划”高校。

2011年10月,学校被国务院学位委员会确定为“服务国家特殊需求人才培养项目——学士学位授予单位开展培养硕士专业学位研究生”试点单位,开始在水利工程、建筑与土木工程领域招收培养硕士研究生。

二、办学条件

学校现有湖东校区和湖西校区两个校区,占地总面积45.8万㎡;各类校舍总建筑面积46.4万㎡;运动场地总面积7.8万㎡;固定资产总值8.24亿元,其中教学科研仪器设备总值2.7亿元;图书馆馆藏印刷型图书145万册,电子图书109万种,中外文期刊967种;校园网覆盖全校;建有61个实验室和计算机基础训练中心、工程训练中心、先进制造技术实践教学基地、电力系统仿真实践教学基地、土木工程施工工艺实践教学基地、岩土工程与钻探实践教学基地、电厂仿真实践教学基地、服装工艺实践教学基地、现代商务模拟实践教学基地和管理工程实践教学基地等10个校内综合性实习实训基地,建有131个校外实习基地,其中相对稳定的基地84个;学校建有省级实践教学示范中心6个。

学校土木工程、水利工程、电气工程3个一级学科及电力系统及其自动化、水利水电工程、防灾减灾工程及防护工程3个二级学科为吉林省优势特色重点立项建设学科;土木工程、水利水电工程、资源勘查工程、电气工程及其自动化、机械设计制造及其自动化、工程造价、热能与动力工程、测绘工程等10个专业为国家级、省级特色专业建设点;水利水电工程专业为国家级专业综合改革试点专业;水利水电工程、机械设计制造及其自动化、电气工程及其自动化、勘查技术与工程4个专业为国家级“卓越工程师培养计划”实施专业;土木工程、机械设计制造及其自动化2个专业为国家CDIO试点专业;土木工程、水利水电工程2个专业为省级品牌专业;土木工程、水利水电工程、机械设计制造及其自动化、电气工程及其自动化、勘查技术与工程5个专业为省级人才培养模式创新实验区。

三、师资队伍

四、人才培养

学校办学以本科教育为主,同时举办研究生教育、高等职业技术教育、成人高等教育。学校面向全国招生,现有全日制在校学生14801人,其中研究生143人,本科生13500多人,专科生(含高职生)1158人;另有成人教育学生10341人。

学校设有机电工程学院、电气与信息工程学院、能源动力工程学院、土木工程学院、水利与环境工程学院、勘查与测绘工程学院、建筑与设计学院、管理学院、理学院、外语学院、计算机技术与工程学院、国际教育学院、国防教育学院、研究生部、人文社科教学部、体育教学部、计算机基础教学中心、工程训练中心和继续教育学院等19个教学单位。设有土木工程、水利水电工程、资源勘查工程、电气工程及其自动化、机械设计制造及其自动化、工程管理等51个本科专业和17个专科专业。

近7年,学校生源质量和就业质量不断提高,在吉林省本科最低录取分数稳定在省属高校前列,本科毕业生就业率始终保持在95%以上,位居省属本科高校前茅。

半个多世纪以来,学校为国家培养和输送了14万余名专业技术人才,他们中的大多数常年奋战在工程技术一线,为发展我国建筑、地质、水利、电力等基础工业行业做出了突出贡献。在中国的大地上,凡有大型建筑工地、金属矿山、水电工程和电力工业的地方,就有长春工程学院毕业生的身影和业绩。

“十二五”以来,我校教师主持承担各级各类科研课题800余项,其中国家级课题22项、省部级课题490余项;合作承担省级重大科技成果转化课题1项;转化授权专利7项。获得省部级及以上科技奖100余项;发表论文2400余篇,其中三大索引和人文社科权威级学术期刊论文450余篇。

六、对外交流与合作

学校坚持开放办学,与英国西苏格兰大学、俄罗斯南俄国立技术大学、西班牙罗维拉·维尔吉利大学、俄罗斯阿穆尔共青城国立技术大学、德国雅德应用科学大学、韩国莲庵工业大学、台湾朝阳科技大学、大同大学、高雄第一科技大学等国(境)外高等院校建立了校际联系和学术交流关系,并互派专家、学者、留学人员进行学术交流,开展教育和科研合作。目前,经教育部批准学校已与英国西苏格兰大学合作开办了土木工程专业和机械设计制造及其自动化专业本科教育项目;与俄罗斯南俄国立技术大学合作开办了能源与动力工程本科教育项目。

学校设立了中青年教师出国进修专项经费,选派中青年教师出国进修。近5年,共选派100余名教师赴英国、美国、俄罗斯、韩国、丹麦、日本、德国、荷兰等国外高校进行访学、交流或进修。

学校十分重视保持和加深与冶金、有色金属、建筑、水利、电力等行业企业的传统联系和友谊,不断巩固和扩大产学研合作教育领域。

Before the mid-1980s, the three schools had been renamed several times, and their subordinate relations and school-running levels had been changed many times, mainly under the management of the former Ministry of Metallurgical Industry and the Ministry of Water Conservancy and Electric Power. From 1984 to 1985, with the approval of the Ministry of Education, the three schools were upgraded to Changchun College of Architecture, Changchun College of Metallurgical Geology and Northeast College of Water Conservancy and Hydropower.
