成都信息工程大学是四川省和中国气象局共建、四川省重点发展的省属普通本科院校,是以信息学科和大气学科为重点,以学科交叉为特色,工学、理学、管理学为主要学科门类,工学、理学、管理学、经济学、文学、法学、艺术学等多学科协调融合发展的多科性大学,是四川信息产业、中国气象事业、国家统计事业、国防建设人才培养和科学研究的重要基地。

学校创建于1951年,前身为中国人民解放军西南空军气象干部训练大队,1956年改制为成都气象学校,1978年升格为成都气象学院;2000年由直属中国气象局划转为四川省人民政府管理,更名为成都信息工程学院;2001年整体合并原隶属于国家统计局的四川统计学校;2003年获硕士学位授予权;2004年成为第一所为第二炮兵部队培养国防生的一般普通本科院校;2007年获得教育部本科教学工作水平评估“优秀”;2010年成为四川省人民政府与中国气象局签约共建高校、国家首批61所“卓越工程师教育培养计划”试点院校;2011年成为全国CDIO工程教育模式试点工作组副组长单位和国际CDIO组织正式成员;2013年入选中西部基础能力建设工程高校;2015年4月,学校正式更名为成都信息工程大学。

学校现有航空港、龙泉、天府三个校区,占地面积2000余亩,固定资产12.6亿元,各类藏书253万余册;学校现有大气科学学院、资源环境学院、电子工程学院、通信工程学院、控制工程学院、计算机学院、软件工程学院、信息安全工程学院、管理学院、应用数学学院、光电技术学院、外国语学院、政治学院、文化艺术学院、统计学院、商学院、物流学院等17个学院,有全日制在校本科生近20000人,研究生1600余人。

学校现有8个硕士学位授权一级学科、2个独立设置的硕士学位授权二级学科、3个硕士专业学位授权类别,共覆盖38个硕士学位授权点,已毕业8届硕士研究生。现有53个本科专业,7个国家级特色专业建设点和12个省级特色专业建设点,2个国家级综合改革试点专业和8个省级综合改革试点专业。学校是教育部首批“卓越工程师教育培养计划”参与学校,有8个教育部“卓越工程师教育培养计划”参与专业和9个省级“卓越工程师教育培养计划”参与专业。学校现有博士后科研工作站1个、省级重点学科5个、省部级重点实验室8个(含省工程技术研究中心2个、哲社重点研究基地1个、协同创新中心1个)、省高校重点实验室和人文社科重点研究基地7个。

学校现有专任教师约1200人,专任教师中具有硕士以上学位的教师约900人,其中博士近300人;高级职称500余人,其中正高级职称168人,有全国“百千万人才工程”、国家有突出贡献中青年专家、享受国务院政府特殊津贴专家、四川省学术和技术带头人、四川省有突出贡献的优秀专家等50余名。学校有1个国家级教学团队、5个省级教学团队、6名省级教学名师,聘有100余名院士、专家为学校兼职教授。

学校大力实施以人为本、融合开放、服务行业、服务地方的发展战略,科技创新和产学研合作能力呈现出快速发展的势头。近5年,学校承担了国家自然科学基金、国家“973”子项目、国家社科基金等国家级项目109项,年均科研经费达6529.67万元。学校科研成果获省部级及以上奖励52项,其中国家科技进步二等奖2项;近5年,教师在核心以上期刊发表学术论文2469篇,其中,855篇次论文被SCI等重要检索系统收录,百余篇论文在《Journal
of Climate》(《气候杂志》)、《Optics
Express》(《光学快报》)等国内外高影响因子期刊上发表;2010年取得武器装备科研生产单位二级保密资格。

学校借鉴麻省理工学院等美欧大学倡导并实施的CDIO工程教育理念和模式,在全校深入推进以专业建设为主线的教育教学一体化改革,成为全国CDIO工程教育模式试点工作组副组长单位和电气组召集单位、四川省教育体制改革试点院校。学校现有4个省级高校实验教学示范中心、2个省级人才培养模式创新实验区、26门国家级和省级精品课程。在近两届教学成果奖评选中,学校获得国家级教学成果二等奖2项,省级教学成果一等奖10项、二等奖7项、三等奖10项;近五年来,学生在全国重大科技竞赛中获得全国性奖励168项,其中,参加全国大学生电子设计竞赛连续五届获奖总数位列全国高校前七位、一般高校第一。据麦可思人力资源信息管理咨询有限公司对高校毕业生的跟踪调研,我校学生的就业能力和就业质量连续多年位居全省高校前列。

学校坚持开放办学,大力加强国内外交流与合作。同美国纽约州立大学、法国第五大学、日本立命馆大学、加拿大谢尔顿学院、泰国蓝实大学等70余所大学开展教师进修访问、科学研究、学生留学等合作与交流;同汕头大学、北方交通大学等40多所高校共同推进CDIO改革;同中科院大气物理研究所等单位联合培养硕士、博士研究生以及开展科研合作;同中国气象局、国家统计局等部委,四川省保密局、四川省经信委等部门,同成都飞机工业集团公司、中国华云公司、Wipro等企业,成都、攀枝花等市(州)开展产学研合作。通过这些交流与合作,为提高人才培养质量和科学研究水平创造了更加有利的条件,为服务社会搭建了更加良好的平台。

Chengdu Information Engineering University is a provincial ordinary undergraduate university jointly built by Sichuan Province and China Meteorological Bureau and the key development of Sichuan Province. it is characterized by the intersection of information and atmospheric disciplines, engineering, science and management as the main disciplines, engineering, science, management, economics, literature, law, art and other disciplines. It is an important base for personnel training and scientific research in Sichuan information industry, China’s meteorological industry, national statistics, national defense construction.

The school was founded in 1951, formerly known as the Weather cadre training Brigade of the Southwest Air Force of the Chinese people’s Liberation Army, reorganized into Chengdu Meteorological School in 1956, upgraded to Chengdu Meteorological College in 1978, transferred from the China Meteorological Administration directly under the China Meteorological Administration to the Sichuan Provincial people’s Government in 2000, renamed Chengdu Institute of Information Engineering, merged Sichuan Statistics School formerly under the National Bureau of Statistics in 2001, and was granted the right to grant master’s degree in 2003. In 2004, it became the first general undergraduate college to train national defense students for the second Artillery Corps; in 2007, it was “excellent” in the undergraduate teaching level evaluation of the Ministry of Education; in 2010, it became a joint university signed by the people’s Government of Sichuan Province and the China Meteorological Administration, and the first batch of 61 pilot colleges of “excellent engineer Education and training Program”. In 2011, he became the deputy leader of the National CDIO Engineering Education Model pilot working Group and a full member of the international CDIO organization; in 2013, he was selected into the Central and Western basic capacity Building Engineering University; in April 2015, the school officially changed its name to Chengdu Information Engineering University.

The school has three campuses: airport, Longquan and Tianfu, covering an area of more than 2000 mu, fixed assets of 1.26 billion yuan and a collection of more than 2.53 million books. The school has 17 colleges, including atmospheric science, resources and environment, electronic engineering, communication engineering, control engineering, computer science, software engineering, information security engineering, management, applied mathematics, optoelectronic technology, foreign languages, political science, culture and art, statistics, business school, logistics, etc., with nearly 20000 full-time undergraduates. There are more than 1600 graduate students.

The school now has 8 master’s degree authorization first-level disciplines, 2 independent master’s degree authorization second-level disciplines and 3 master’s degree authorization categories, covering 38 master’s degree authorization points, and has graduated 8 years of master’s degree. At present, there are 53 undergraduate majors, 7 national specialty construction sites and 12 provincial specialty construction sites, 2 national comprehensive reform pilot majors and 8 provincial comprehensive reform pilot majors. The school is the first batch of “excellent engineer Education Program” participating schools of the Ministry of Education. There are 8 “excellent engineer Education Program” participating majors of the Ministry of Education and 9 provincial “excellent engineer Education Program” participating majors. The school now has 1 postdoctoral research workstation, 5 provincial key disciplines, 8 provincial key laboratories (including 2 provincial engineering and technology research centers, 1 philosophy and social key research base, 1 collaborative innovation center), 7 key laboratories of provincial universities and 7 key research bases of humanities and social sciences.

At present, the school has about 1200 full-time teachers, including nearly 300doctoral teachers with master’s degrees or above, and more than 500 senior professional titles, including 168 senior professional titles. there are more than 50 experts, such as the national “10 million Talent Project”, young and middle-aged experts with outstanding contributions, experts enjoying the special subsidy of the State Council government, academic and technical leaders in Sichuan Province, and outstanding experts with outstanding contributions in Sichuan Province. The school has a national teaching team, 5 provincial teaching teams, 6 provincial teachers, and employs more than 100 academicians and experts as part-time professors.

The school vigorously implements the development strategy of people-oriented, integration and opening up, service industry and local service, and the ability of scientific and technological innovation and industry-university-research cooperation is showing a momentum of rapid development. In the past five years, the school has undertaken 109 national projects such as the National Natural Science Foundation, the National “973” sub-projects and the National Social Science Fund, with an average annual research funding of 65.2967 million yuan. The school’s scientific research achievements have won 52 awards at the provincial and ministerial level or above, including 2 second-class national scientific and technological progress prizes. In the past five years, teachers have published 2469 academic papers in journals above the core, of which 855 papers have been collected by SCI and other important retrieval systems, and more than 100 papers have been published in Journal.

Published in domestic and foreign journals with high impact factors, such as “Express” (“Optical KuaiBao”), and obtained the second-level confidentiality qualification of weapons and equipment scientific research and production units in 2010.

Drawing lessons from the CDIO engineering education concept and model advocated and implemented by the Massachusetts Institute of Technology and other American and European universities, the school has deeply promoted the education and teaching integration reform with specialty construction as the main line in the whole school, and has become the deputy leader of the national CDIO engineering education model pilot working group and the electricity group convening unit, and the Sichuan education system reform pilot colleges and universities. The school has 4 provincial university experimental teaching demonstration centers, 2 provincial talent training mode innovation experimental areas, and 26 national and provincial quality courses. In the past two teaching achievement awards, the school has won 2 second prizes for national teaching achievements, 10 first prizes for provincial teaching achievements, 7 second prizes and 10 third prizes; in the past five years, students have won 168 national awards in major national science and technology competitions, of which the total number of awards won in five consecutive national electronic design competitions for college students ranks among the top seven in national colleges and universities and the first in general colleges and universities. According to the follow-up survey of college graduates by MyCOS Human Resources Information Management Consulting Co., Ltd., the employability and employment quality of our students have been in the forefront of colleges and universities in the province for many years.

The school insists on opening up to run schools and vigorously strengthens exchanges and cooperation at home and abroad. To carry out cooperation and exchanges with more than 70 universities, including the State University of New York in the United States, the Fifth University of France, Ritsumeikan University in Japan, Shelton College in Canada, Lanshi University in Thailand, etc.; jointly promote CDIO reform with more than 40 universities, including Shantou University and Northern Jiaotong University; jointly train master’s and doctoral students and carry out scientific research cooperation with the Institute of Atmospheric Physics of the Chinese Academy of Sciences Carry out industry-university-research cooperation with China Meteorological Administration, National Bureau of Statistics and other ministries, Sichuan Provincial Secret Bureau, Sichuan Provincial Economic and Information Commission, Chengdu aircraft Industry Corporation, China Huayun Corporation, Wipro and other cities (states). Through these exchanges and cooperation, it has created more favorable conditions for improving the quality of personnel training and the level of scientific research, and built a better platform for serving the society.
