桂林罗山湖集团有限公司整体斥资60亿，全力打造"桂林罗山湖旅游休闲度假区"项目。项目一期大型水上乐园位于桂林市临桂县罗山水库旁，占地近400亩，距市区25公里、临桂县城15公里，仅距两江国际机场2公里，预计人流量达到日均高峰时将达4万人次。

整个水上乐园涵盖15个大型设备，及多个国内最先进的水上乐园系统设备，总体划分为宝贝水域亲子活动区，山地滑水探险区，冲浪漂流休闲区，其中亲子活动区面积为20984m2，以家庭亲子活动、观光休闲等为主要功能。项目包括幼儿戏水池、小喇叭、水寨等;山地滑水探险区，面积31112m2，以山地滑道探险为主要游乐内容，同时辅以美食广场的设置，主要项目包括巨兽碗与大喇叭滑道组合、螺旋滑梯、水上过山车等;冲浪漂流休闲区，面积66572m2，以广阔水域为主要景观的刺激体验空间，主要项目包括漂流河、海啸池、造浪池、沙滩泳场、冲天回旋及超级漂流滑梯组合以及表演舞台。除此之外，今年乐园还新增了大型设备——水上智勇大冲关，以及植入“玛雅文化”主题元素，全方位升级为一个动感、刺激、神秘的主题乐园。
