巴西科技部(MCT)是制定和实施巴西科技政策和计划的主管部门，主要职能包括：对国家、地区和领域的需求进行前瞻性研究;为科技项目实施提供信息、并进行跟踪和评估;制定吸引人才及在国外培养人才的政策;制定战略计划。
