“付费内推实习”能够大行其道,一方面,源于部分高校大学生对进入大型知名企业就业的情结不减;另一方面,面临日益复杂严峻的就业形势,毕业生实习需求更加旺盛。要让高校毕业生避免陷入该类陷阱,需营造安全、有序、公正、合理的就业环境。

“1.5万元保证过”“不需笔试,面试走个流程就行”……近日,网络平台出现个别机构和个人,冒用券商及研究员名义招聘实习生,或发布虚假招聘信息,索取相关费用,大搞付费内推。随后,相关券商就招聘事项纷纷公开声明,强调官方招聘属唯一渠道,将保留追究发布不实信息者法律责任的权利。

发端于金融行业的“付费内推实习”并非新鲜事。早在几年前,就有媒体报道揭露了金融行业“付费内推”乱象:有的付费内推实习项目及收费,与实习单位没有任何关系,纯属网络中介欺诈;也有一些中介平台与企业“内鬼”勾连,但并非企业官方行为。无论哪种形式,“付费内推”的牟利目的已昭然若揭。即便其所为并非欺诈,其收取高额实习费用也不尽合理。

不过,尽管许多知名企业针对“付费内推实习”都声明与自身无关,社会也频频呼吁大学生不要轻信此类宣传,但“付费内推实习”大行其道的现状并无改变。究其原因,一方面,部分高校大学生对进入大型知名企业就业的情结不减,付费内推恰好契合了其急于实习和就业的心理需求;另一方面,从供需看,面对日益复杂严峻的就业形势,毕业生实习需求更加旺盛。就业和实习机会的稀缺性,给不良中介假借就业单位之名行非法牟利之实提供了外部环境。相关法律法规的缺位,以及网络技术监管难等因素,也助推了“付费内推”的野蛮生长。此外,部分用人单位设置的协议陷阱、合同陷阱或试用期陷阱等,常令毕业生求助无门。

实际上,收费实习等乱象早已被监管部门所关注。今年年初,教育部等八部门联合印发规定,明确“严禁以营利为目的违规组织实习”。由于影响公司形象以及潜在的纠纷,近年来,付费内推实习乱象也已被多家金融机构关注并加以整治,例如加强正式员工管理、扩大假期实习生名额、完善实习背调等。

助力毕业生顺利就业,是政府和社会应尽之责。要避免高校毕业生陷入就业和实习的陷阱,需要各方协同发力,为其创造安全、有序、公正、合理的就业环境。一方面,政府部门要与企业、学校、高校毕业生四方联动,通过“防火墙”制度来净化校园招聘实习信息,尤其是要规范劳动力市场尤其是网络中介的行为,有效降低大学生的求职成本。另一方面,作为求职者的大学生也要加强自身法律教育,莫轻信就业捷径,要提高求职安全意识和防范能力,利用法律武器来维护自身权利。

Subsequently, the relevant securities firms have made public statements on recruitment matters, emphasizing that official recruitment is the only channel and will reserve the right to pursue the legal liability of those who publish false information.

The “paid internship”, which began in the financial industry, is nothing new. As early as a few years ago, some media reports exposed the chaos of “paid push” in the financial industry: some paid push internship programs and fees, which have nothing to do with internship units, and are purely online intermediary frauds; there are also some intermediary platforms associated with the enterprise “mole”, but not the official behavior of the enterprise. Either way, the profit-making purpose of “pay-for-push” has been made clear. Even if it is not fraudulent, it is unreasonable for it to charge high internship fees.

However, although many well-known companies have declared that “paid internships” have nothing to do with them, and society has repeatedly called on college students not to believe such propaganda, the popularity of “paid internships” has not changed. To investigate the reason, on the one hand, some college students have an undiminished complex for employment in large and well-known enterprises, and the paid extrapolation coincides with their psychological needs for internship and employment; on the other hand, from the perspective of supply and demand, in the face of the increasingly complex and severe employment situation, the internship demand of graduates is more exuberant. The scarcity of employment and internship opportunities provides an external environment for bad intermediaries to make illegal profits under the guise of employment units. The absence of relevant laws and regulations, as well as the difficulty of network technology supervision and other factors, also contributed to the barbaric growth of “paid extrapolation”. In addition, some employers set agreement traps, contract traps or probation traps, which often make graduates have no way to seek help.

In fact, chaos such as paid internships has long been concerned by regulatory authorities. At the beginning of this year, the Ministry of Education and other eight departments jointly issued regulations stipulating that it is “strictly forbidden to organize internships illegally for the purpose of profit.” In recent years, due to the impact on the company image and potential disputes, the chaos of paid internship has also been concerned and rectified by a number of financial institutions, such as strengthening the management of regular staff, expanding the number of holiday interns, improving internship tone, and so on.

It is the responsibility of the government and society to help graduates find jobs smoothly. In order to prevent college graduates from falling into the trap of employment and internship, it is necessary for all parties to make concerted efforts to create a safe, orderly, fair and reasonable employment environment. On the one hand, government departments should coordinate with enterprises, schools and college graduates to purify campus recruitment internship information through the “firewall” system, especially to standardize the behavior of labor market, especially network intermediaries, so as to effectively reduce the cost of job-hunting for college students. On the other hand, college students as job seekers should also strengthen their own legal education, do not believe in employment shortcuts, improve job-hunting safety awareness and prevention ability, and use legal weapons to safeguard their own rights.
