观看国内上映电影时，我们都能在片头看到“龙标”，也就是广电总局颁发的公映许可证。明天也就是6月1日，国家广播电视总局将正式为网络剧和网络电影发放发行许可证，从此网剧将正式拥有自己的“龙标”，也被称为“网标”。网剧许可证以“网络视听”四个字为主体图，以朱红色为底色，时长5秒，放置于节目片头开始部分。
其实从5月13日开始，网剧“网标”就已经出现，《对决》成为第一个获得许可证的网络剧，《金山上的树叶》成为第一个获得许可证的网络电影。
不少业内人士认为，这意味着“网上网下同一标准”又前进了一步，广播电视和网络视听法律体系进一步完善。
根据广播电视主管部门对国产重点网络剧片实施重点监管的规定，符合以下一项或多项的网络剧、网络微短剧、网络电影、网络动画片，应依法取得广播电视主管部门颁发的《网络剧片发行许可证》：
（1）投资额较大的，目前的标准还是按照投资500万元以上的网络剧、网络动画片，以及投资100万元以上的网络电影、网络微短剧；
（2）网络视听节目服务机构招商主推的；
（3）在网站（客户端）首页首屏、专题版块或专区专栏中推荐播出的；
（4）优先提供会员观看或以付费方式提供观看服务的；
（5）网络剧片制作发行主体自愿按照重点网络剧片申报的。
